When the Cauter Blade is active, the middle of the blade becomes superheated to the point that both sides of the wounds it creates are separately cauterized, keeping the wound from healing properly and making it far more difficult to reattach or regenerate lost limbs. It does, of course, come with the caveat that enemies struck with it face no fear of bleeding out whatsoever.

I don't hate Testing, Testing, but I don't see the point in hoarding more points when we already have enough to get one of the big ticket items done.

The Shamed is popular, so I want to get it out of the way for the next time we have lots of points to spend. It would split the votes less.

The point is to create extremely powerful Chapter. I want for the Shamed Chapter to be mix between Word Bearers and Luna Wolves, with the latter being the secondary geneseed.

Also, I don't understand you're point. Unless Frog decides to change things, the only way to get a lot of points is to hoard them. Unless we make at least two Chapters, without spending any points, there's no other way to get 100 or just 80 points. So either way, we have to hoard them, and picking relatively "easy" requests like "Testing,Testing" is at least less boring than just doing "Do as you will" and "Fleet Based" Chapter combination for several turns to get said points.
 
Well your going to have to Destin around potentially unreliable bolters but other than that yeah;

Just remeber that if your mostly in it for something other than the request when making a plan than you should just choose do as you will.
Frog I think it would be a really good idea to put hard limits on how many point's players can hoard and/or have serious consequences for players trying to be super cheap when creating chapters like reducing the number of points we get. Because players tend to have a bad habit of min maxing over story at times. As this quest has shown we don't need a ridiculous amount of points to create interesting chapters.

Otherwise you get people going for the bare minimum when it comes to chapter creation and that really not something you want becoming a regular thing when the point of the quest is to try to make interesting chapters.

I get that people want to spend a lot on The Shamed, even if I don't agree. 60 points is enough to do what you described though, so there's no need to put it off for a later turn.

80 or 100 points is just excessive. It's not worth two or three entire cycles of buildup just for that payoff. I have other ideas for chapters that need 60 points to pull off. If The Shamed is so popular that it needs to be done first for my ideas to be considered, then spending 80 on Shamed means waiting 2 more cycles after this one until it's possible to do another 60 point chapter. Spending 100 points means waiting 3 more cycles. Doing The Shamed now with 60 points means waiting only 1.

That aside, being transferred to this chapter is supposed to be punishment duty for disgraced and criminal astartes. Making it super powerful would also make it prestigious, which would defeat the point.

How do you plan to make it powerful, while keeping it a punishment to be sent there?
 
Agreed, that sort of Point surplus is best spent on projects like Anti-Ork or Inedible, since Orks and future Tyranids are worth that sort of investment.

The Chapter will be founded like any other Chapter with 1000 SM but with extra Chaplains.
The Shamed will simply be added onto the base Chapter who will have the charge of supervising the Shamed (and if deemed neccessary executing them most likely).

You cant really create a Chapter made up only of the Shamed as you also need a force to supervise them with enough power to purge them if needed.
Thus a Chapter of Space Marines to hold accountable a bunch of shamed Space Marines as a replacement for Penitent Crusades.

Otherwise there is a good chance of the Penitent Marines simply going Renegade without proper oversight.

My understanding is that the marines that make up this chapter will be acting as overseers for the marines being sent to serve with them.
 
Mechanics of the quest as they stand, simple encourage hoarding in one way or another to create extremely powerful Chapters, things simply have to be changed, the fact we were able to create Chapters like The Golden Sons or The Seraph Brotherhood was a huge mistake to begin with. The Chapter creation itself should be limited and we should have hard limit how much stuff we can put into Chapter. Another idea would be increasing the price of some things, like extra training.

Well, first, I never understood the Shamed as punishment duty, but form of rehabilitation and redemption add to that the "disgraced" Astartes simply lost favor from their original Chapter, which might have been caused by simply not fitting the Chapter mentality or way of combat.

Same thing with the Marines who commited a crime, it's explicitly wasn't things severe enough to warrant execution, and again,depending on the Chapter from which they come from, the crime might be again anything, both things that are objectively sketchy or/and awful, as well as things that are crimes only in the eyes of that very specific Chapter, assholes like Marines Malevolent for example.

Marines who lost his honor might have either objectively commited a crime or simply done the right thing to defeat the enemy, but the method was deemed by his Battle-Brothers, due to the Chapter culture and worldview, as dishonorable. Again, it might have been anything, for example the Marine in question not wanting to flatten guardsmen with a Rhino, only because they in the way or the Marine sacrificing his entire squad and whatever allies they were fighting with to destroy the enemy. Again, depending on the Chapter specifics, it could have been anything.

Because of that I don't want the Shamed to be a Chapter that punishes the Marines and makes them do suicidal charges to gain posthumous forgiveness. I want them to be a Chapter that actually uses the extra Chaplains they will get and gives the Marines who were too different from the rest of their Chapter, a place to live in, receive actual Brotherhood from other Astartes and continue defending and serving the Imperium, while the Astartes who commited actual crimes and have problems can be given proper rehabilitation.

That's why I want them to be powerful, I want them to be a Chapter that gives place for the outcasts, and simply eccentric Marines place to continue defending the Imperium, with all the resources needed for that, and do said defending very well.

As far as I'm concerned, doing Chapter that serves as punishment, misses the point for the request not the other way around.

Also, if the base Chapter must be overseers of the Marines that will be send to them, then wouldn't it be better for the Chapter to be powerful and prevent the disfavored Marines from being able to band together and oppose the Chapter or otherwise try to go rogue.

The Shamed give me Imperial Black Legion vibes (I think I said that previously) so going either Luna Wolves chapter or chimera with World Bearers but it won't lessen the chance of Marines getting Horus's face.
