I am betting in that this request doesn't have anything to do with the webway and people are going to regret chosing that option

I am betting, people would also regret choosing White Scars or Luna Wolves, because it had nothing to do with protecting Sensei.

We assumed too much, but the fact remain, that this Chapter will get some special technology to keep around and the Thousand Sons are necessary for said technology, so there's no reason for this Chapter to not fullfil this job well, which ultimately is all that matters. Every request from the Emperor, is ultimately important job to do.

I wonder if the Emperor will continue requesting us to make specific Chapters to his needs, considering that it's been only two millennia since he's within the Golden Throne.

The Emperor still has the power to make requests, given that he hasn't been starting to consume 1000 Psyker souls every day. I think.
