Ultimately, @Imperious is right in one thing: We could use the Royal Tour to talk to both Borros and Jeyne. The argument could, in theory, also be applied to Jeyne.

However

Jeyne at the wedding is basically a two birds with one stone sort of deal. She is a perfect dancing partner for the Defiant option. With Borros we could just talk, t here is nothing specific to the wedding, and we can in fact also do that on the Royal Tour. With Jeyne, there is in fact something specific to the wedding, an opportunity to grasp.

As well as what Azel said. The Baratheons love hunting. They would probably be more relaxed on a hunting trip than on a wedding, and we might enjoy it, too. Whereas I see no equivalent option for Jeyne Arryn in the Vale; probably we would just talk to her there, and we can also do that here, combining it with a dance.

Basically, no, the Royal Tour is not fully equivalent to the Wedding, and Jeyne is not fully equivalent to Borros.

Come to think of. We could do a hunting trip with the Baratheons where we chase game to the hunters by doing low-level flybys with Syrax. That's definitely a hunt they will remember and a nice workout for our fire breathing buddy.
 
OK I am still approval-voting for Azel's plan but since I really love Harwin Breakbones Strong I am including him here so that we can unlock the SL soonish...

I mean he and Rhaenyra were in love in canon, and for what we have seen he is a hunk of a man who is also a nice guy and a good father...

And for those who think that he may not be attracted to a "Visenya Reborn" Rhaenyra... Well just look at his face here, he is definitively into strong women, and the fact that in a few years Nyra will be able to bench him will be a plus...

this is exactly what it sounds like, laying the groundwork for possible future alliances/ppl in our corner. discuss the Daemon Problem with Rhea, honor our mother's side of the family, and honor a long-time Targaryan ally (and interact with a possible marriage candidate. i know ppl are set on alicent, and i like her too, but at this point we need to at least appear to have options)

Voting to talk with Rhea because one can never miss the opportunity to shit talk Daemon.

Wish we got to talk to Borros, if only to get the measure of him, but it'd also be nice since he is, technically, family iirc.

Anyways, the handmaiden option for Alicent is a no-brainer, even if this goes nowhere we'd at least save our friend from whatever other unhinged marriage Otto can cook up
 
I don't see how any one can be enthusiastic about Borros Baratheon the man is literally illiterate. If we interact with a Baratheon it should be his father Lord Boremund Baratheon.

I don't get talking with Rhea Royce, yes she's not a fan of Daemon and we're expecting him to be an enemy in the long run, however two things. We've gained stress from noticing that this isn't yet a loving marriage, so why go out of our way to hear about and even inflate a very unloving marriage? I expect such while maybe potentially useful will be greatly stressful to us. Also I don't think its impossible (though unlikely) that we must finalize Daemon as an enemy, but siding with the wife he loathes is likely to even further strengthen that divide.

Also I think why not just go out dancing? I like the ideas about Subtle politics but I like adding the bold flair of also dancing with our Cousin and frankly given her position is by far the most important person to interact with us both on a political and emotional level, while also being politically prudent especially in turn with dancing with other individuals of future import to the politics of the Iron Throne.
