There were implications that, although her orders were all calm, rational and logical to fix the inefficiencies and problems she was seeing--they were not taking into account the actual people and situation at hand, nor the situations outside that were affecting the employees.

She only saw the reports, but never saw the post in person or how the administrator of the county would actually deal with it given his ability to act.

It wasn't enough to be a distant figure in the sky ordering people, she was limited in her ability to act as the source of info were not going into and unable to show what was actually happening.

Maybe there were those implications, but she also straight up didn't even reach the status of "distant figure in the sky ordering people." She barely even counted as The Peanut Gallery.
