Thoughts:
Inner Senshi
[ ] In The Name Of The Moon
- You and your Inner Senshi will act as the Vanguard for the attack, challenging Cendrellion and all her followers very openly and directly, drawing their eyes to you before your allies arrive. You expect lots of resistance, but you'll have lots of chances to wreck Cendrellion's power and plans. This may be a chance to put Minako's theory about big hammy speeches being a vital Sailor Senshi food group to the test. Rei says she experimented with it last week and kind of likes it.
[ ] The Shelter Of Heaven
- Someone else will go in first, but you and your Inner Senshi will be right there as Flankers to make sure they come to no harm. This is, perhaps, the closest thing to the way things went in London, and that turned out very well, after all. You're very confident that the five of you have enough strength to not only cover the vanguard against the youma defenders, but also open up at least one or two other prongs of attack at the same time.
[ ] Unfinished Business
- After the first and second teams have most of the youma busy and have captured Cendrellion's attention, you and your Inner Senshi will act as the Strike Team. You'll go straight for Cendrellion, personally, and put a stop to anything she's doing. You have a lot of unfinished business to settle with the glass demon.
[ ] There To Defend
- You and your Inner Senshi will stay on Overwatch, holding yourselves out of the battle for the first little while, keeping yourself free and undistracted to do whatever is needed and to contain the fight as best you can. You can teleport very freely around the strip mall and its surroundings. You and Ami and Rei all have, in different ways, magic to help you keep track of what's going on in a large area. Makoto and Minako are strong and have spells that can sweep an area as needed.
Okay, so obviously the Inners can do any of these. Overwatch does fit well with our abilities and overall control of the situation. Vanguard would probably play out in that Cendrillion has planned for it, and so she would be overconfident, with things going as she expected, making for a fine distraction. On the other hand, the primary goal is Cendrillion herself, which argues for Unfinished Business.
Outer Senshi
(Sailors Uranus and Neptune only; Setsuna is not coming along for this after what happened this afternoon)
[ ] ゴゴゴゴ( Menacing)
- The Outer Senshi have a lot of experience in combat, and no small amount at kicking in Dark Kingdom doors. They took down several minor operations during their hunt last week, even if it was Endymion's help that proved critical in tracking down Cendrellion's headquarters in the first place. Let them carry on as they've begun as the Vanguard of the attack, bursting through the front doors and drawing all attention to themselves. This will present Cendrellion with a two-Senshi threat she may at least hope she can overwhelm and defeat… for just long enough for you and the rest of your allies to swoop in from the wings and take that hope away.
[ ] Overwhelming Pressure
- In Yotsuba City and elsewhere, Haruka and Michiru have proven themselves to be fierce and if need be ruthless fighters when they have someone to protect. At the same time, they've been adaptable when the situation changes unexpectedly. By adding their strength as Flankers, they can either shore up a vulnerable Vanguard and see that the first team comes to no harm, or supplement a strong Vanguard and present Cendrellion with a second, entirely different threat to worry about.
[ ] Speed Demons
- With the exception of your own ability to teleport, Sailor Uranus is perhaps the fastest of the Senshi, and Sailor Neptune seems well able to keep up with her. They can cover a lot of ground quickly, and they know how to hit hard and decisively against the powers behind great evils. They'd make a good Strike Team to get to Cendrellion, and show her why messing with the Senshi was a mistake..Though the lesson may be brief and violent.
[ ] The Secret Eye
- Sailor Neptune is, in her way, perhaps the most perceptive and intuitive of all the Senshi. And Sailor Uranus seems very good at turning her love's guidance into decisive action. Together, they can act as a powerful Overwatch, ready to share warnings or react to emergencies at a moment's notice.
With only two people, I think they are unsuited for Overwatch. Meanacing could work, but leaves the risk of whatever Cendrillion has planned for the Senshi to be poured out on only the Outers. Speed Demons seems to fit well if the Inners go in as Vanguard, as Cendrillion will focus a lot of forces on the Senshi falling into her trap, letting the Outers work well as the Strike Team.
Chinese Amazons
[ ] Boisterous Bruisers
- The Chinese Amazons are great warriors, strong enough that by their own words, they've been important to China's own fight against the Dark Kingdom, at least until the government tired of them. And of the two Amazons your friends have met in person so far, one is very good at causing a lot of commotion in a hurry, while the other is probably even better at causing anything she has a mind to cause. Since the Vanguard's job here is to make a lot of trouble and draw a lot of attention, you're pretty sure the Amazons would make a great Vanguard.
[ ] Between a Rock and an Amazon
- Even compared to MCAT's yokai and many of the magical girls you've met, the Chinese Amazons are masters of physical combat, thanks to their training and… unique courtship rituals. And there are quite a lot of them. As Flankers, they have the numbers to tie up weaker youma trying to mob the Vanguard. They may even have the raw strength to present a secondary threat and catch the enemy between two forces if the situation allows it.
[ ] Broken Glass
- Cologne says that her warriors are quite capable of moving with stealth. There have been times in the past when, to keep their village safe, they had to remove enemy leaders without being discovered. The Amazon you spoke to over the phone sounded very matter-of-fact about the idea of going after Cendrellion directly, and not concerned. The Amazons might make a good Strike Team, rushing in to reach Cendrellion fast while the rest of the forces are making a commotion and causing confusion. From the sound of it, they very much want to take the glass demon's head- literally.
[ ] Courier Service, Free of Charge!.
- Having long stayed hidden in remote parts of China, while also traveling long distances in secret to handle their enemies, the Amazons have special codes of all kinds to send messages without being detected. Special birdsong whistles and chirping claps mean different things. Without the context, enemies won't be able to intercept messages from this Overwatch team. Also, the Amazons have years of experience against things with strange and unusual abilities, and the numbers to cover many angles at once.
I think the key here is that we have the least information about the Amazons abilities. That means we don't want them on their own, and so I think we cannot risk giving them the Strike Team role. Not to mention it would probably create a political headache for MCAT if they have the Strike Team role. Also, as foreigners they might have difficulty handling the perimeter if civilians approach. That's not a likely issue, but possible.
That means we should use them as either Flankers, or Vangaurd. Vanguard has the benefit that I doubt Cendrillion has any plan for them at all, and she is likely to underestimate them, and so is likely to result in a much less organized initial defense. Vanguard Amazons for maximum confusion.
MCAT
[ ] BREACH!
- MCAT has lots of soldiers and plenty of yokai, some of whom are quite powerful. They also have a lot of loud vehicles and megaphones. If they act as the Vanguard, they're definitely going to attract a lot of attention, much as Q Division and the Spellblades did in London. You've seen that their people aren't afraid to take risks, and that some of them are stronger than they look. Like in London, the youma may end up making some serious mistakes by underestimating the first opposition to appear on their doorstep.
[ ] Riot Shield, Anyone?
- That same combination of powerful, determined heavy hitters and lots of dedicated soldiers might make MCAT a good choice for the Flanker force. They can easily present a threat to Cendrellion's youma in the strip mall from every direction at once, and still be able to cover the Vanguard team's backs, all at the same time. There's a danger that they might overextend themselves, since their ordinary soldiers still aren't a good match for strong youma. But they could get the job done.
[ ] Direct Arrest Team
- Genjuro seems to have his usual confidence and enthusiasm about the idea of leading a Strike Team of a few ace agents (of varying sizes and shapes) in through the middle of the noise and confusion created by an open magical assault. He believes that MCAT has what it takes to get in there and take down Cendrellion. You know Samui would very much like to arrest the glass demon, and you're sure MCAT will fight hard to make that happen.
[ ] That Isn't Proper Radio Use, Copy?
- MCAT has access to the cutting edge in a lot of magical and electronic technologies. They have fancy sensors. They have lots and lots of people who can keep an eye on things, and they're likely to be very good at holding a perimeter and watching everything that happens both inside and outside it. On Overwatch, MCAT is likely to do a good job of keeping track of what's going on and giving the right advice or making the right intervention at the right time..
MCAT is actually the all rounder here. They could probably do any role, which makes them suited for Overwatch. However, one issue is that if they go after Cendrillion, will that complicate the Amazons showing off proof of Cendrillion's defeat to China? Best keep that with us or the Amazons I think. Additionally, as Overwatch MCAT has the benefit of being the official mundane Japanese authority, so they can deal with civilians, and it let's them have the position of "coordinating" the attack, and thus can be spun as being in overall command. If we want to continue to push MCAT to the Japanese authorities as the right choice for the job this is an easy way to do that.
Also, I think we want Senshi on either the Vanguard or Flankers, so that there is some Senshi level power in the main conflict.
Based on that I have two plans:

Basically, the first plan is showing Cendrillion what she expects, with the Amazons as the surprise backup, and Outers as the Head hunters. The goal is to try and get as much focus and force on the initial vanguard, and so we have a lot of Senshi there, with the Amazons being focused on trying to keep the small fry from dog piling us.
The main risks are that the Amazons get hurt in the crossfire coming at us (what if Cendrillion's plan for us is based on throwing the weak youma at us first with the strong youma finishing us off - that would put the Flankers as fighting the strongest youma), or that Cendrillion keeps enough force back to thwart the Outers long enough for her to escape. It relies on us being able to spring whatever trap she has planned and survive it without harm to ourselves or others.
The second plan is trying to be clever by doing something the enemy does not expect, and having Cendrillion send insufficent forces against the Vanguard. Then the Outers show up to take on the heavy hitters attacking the Vanguard, while we crush whatever Cendrillion has around her.
The main risks are that Cendrillion sends to much at the Vanguard and the Amazons get hurt, or that she sends so few that we have to fight through a lot more forces to get to her. It depends on Cendrillion acting as we expect. On the other hand, youma being dismissive of mortals isn't that big of an assumption.
