That sounds like a wonderful way to inflame relations between the PRC, which is super stressed at the moment because it is under siege from the Dark Kingdom, and Taiwan.

If you choose not to accept them as clients at this time, that does not mean that you guys won't have the option to do so later on. This is a large decision, and if some people would rather wait and see before making that kind of decision, that is an option.

Well, a lot of that will depend on how the defrosted Mercurians feel, how much extra space there is in their vault, and how many just want to move out.

But given the scale of the typical Silver Millenium construction, the Mercurian facility (which was listed as 100% operational) may well be able to absorb 1200 people without barely a blib. (Since it may well have a nominal capacity of over a million)

We'd just have the trouble that that would be an even more severe level of culture shock for both sides involved.

We can get them out but I don't feel we have the resources, reach etc right now to properly offer them clientage. In the future that will probably change but no at the moment.
 
When are we ever going to be in a good position to safely absorb a population though? We're going to have more AP sinks as time goes on, not less, and our enemies are going to be getting progressively more dangerous as time goes on. I don't see when we're ever going to have the breather room to expand at our own pace.

If anything we kinda need to increase the speed at which we expand so that we don't get swamped, even if it means in the short term we have a lot more to do.

In case anyone missed the update that accompanied this:
Assuming that they leave China and take refuge elsewhere, the exact details of where the Chinese Amazons are going to stay are complex. This may involve a lot of business and conversations over a lot of time. But at a minimum, for the Amazons to safely evacuate China with reasonable speed and safety, they will need the help of Senshi to help them teleport from central China to… somewhere. Probably central Japan. This will be happening at some point in the future, exact time to be determined by the relative levels of fear versus stubbornness among the Amazon elders. Cologne estimates 2-4 weeks (future turns will be one week long). During that week, the Senshi will be committed to locking at least one action to aiding the Amazon escape. In order to lay groundwork, coordinate with other groups, or seek assistance in making sure the move goes smoothly, it may be wise to take other actions in advance of, or along with, the evacuation. The Amazons are likely to be very grateful, and Cologne seems confident that their most objectionable customs will be suspended "for the duration of the emergency."

There is a somewhat separate question: Does Sailor Moon attempt to claim the Joketsuzoku people as clients of the Senshi? Cologne seems agreeable to this, and believes that a few demonstrations of power and willingness to help will convince enough of her people that they will agree as a whole under the circumstances. This will make Usagi feel deeply responsible for their welfare, and the Amazons will share her belief that she is responsible. Sailor Moon is going to be committing to making a special effort to protecting and upholding the Amazons, wherever they may be and whoever they may have trouble with in the future. If the Amazons remain in China, this could very easily lead to conflict with the Chinese government. Cologne thinks such conflict is even likely. If the Amazons live in Japan as refugees, this could lead to tensions with the Japanese government. If the Amazons live in the Moon Palace or some other remote location under Sailor Moon's control, Sailor Moon will feel personally responsible for their welfare and survival in that place. On the other hand, the Amazons will, in all likelihood, be not merely grateful but loyal on behalf of their new patron matron, with further consequences and possibilities that unfold from that point.

I expect us to keep accumulating more characters anyway, but at a less jarring rate.

Absorbing 1200 people at once when you have 1200 people is much easier than absorbing 1200 people at a time when you have, like, 20.

This is what I have learned from watching people play Katamari! :p

My opinion as well.
Are we in AP hell?
Yes, we are. But a big part of it is that we are in a mega crossover. The Senshi literally do not have enough bodies to throw at all problems. And the only way to resolve it is by recruiting. Hell, half the purpose of the magic school was to actually gain more magic users capable of helping.
Now we have a chance to recruit 1200 people, with a lot of them having useful skills - from warriors, partly far better than current Ranma, to management, black smithing, alchemy…

We will never get out of AP hell without being able to delegate tasks. This is pretty much the first opportunity we had to recruit a group of people we can delegate tasks to without extensively training them first.

Whether it happens exactly like this, or at all remotely like it, this is what I want.

Though I'd definitely say let's call Samui beforehand and let her know we have incoming magical warrior women refugees who will need identification at the very least, and probably some amount of integration.
 
I'm uncertain on which side to fall on in terms of clientage.

But I will absolutely say that if we offer clientage, we should definately spend a good 2-4 actions on making sure things go smoothly. This is our first vassalization and we want it to not explode.

But on the upside, we could probably combine ironing out certain issues with combat training by sending some Senshi to go over to China and personally beat up the entire village in a friendly manner in order to establish dominance and set some ground rules. Also introduce ourselves, full magical girl intro speeches mandatory.
 
One crux thing that might be worth thinking about -

Taking them on as clients will almost guarantee that you guys have more actions that will require some work on. Which given the complaints that have been had about the AP hell as it is...

We'll be getting roughly half as many actions per turn as well.
Mainly it will result in us having faster reaction times to new situations.

At least I think that was my understanding, I could be wrong.
 
This is a good way to literally start a war between China and Taiwan, I feel.

Yeah, the ROC taking in the Amazons with the justification that they're Chinese citizens and in so doing implying that they are the one legitimate Chinese government and that the Senshi – who are Japanese aligned – support this, sounds like the perfect powderkeg.

The PRC historically fired missiles into the waters around Taiwan in 1995 and set off the Third Taiwan Strait Crisis because the U.S. let the then ROC president visit his alma mater within the States. In the quest the PRC have declared martial law and have threatened to bomb the Amazons.

Who's to say what they'll end up doing if they are at this time presented with a challenge to their policy of One China and their only means of fighting against the Dark Kingdom ends up moving across the strait.

Incidentally, is it wrong for me to want Cendrillon to break Ongoro before be get around to breaking her? It would make things much, much easier, even if it would probably scatter a lot of assets around and get some marginally innocent or good people killed.

A couple of reasons for this.

First, if we're going to be graduating from Superhero Civilian to Superhero Queen we need to have people in our kingdom. The Mercury Popsicles will help there, but we need modern people as well because otherwise we're kind of just another alien invasion. I mean, by all accounts the Moon Kingdom had an exceedingly poor opinion of the people of Earth; I really really don't want to be ruling over a group of White Man's Burden style people without some kind of counterbalance.

Second, we're in AP hell, true, but some of that is caused by us personally intervening in multiple evil plots at once. For most of those plots, sending a Senshi is overkill; while it's unlikely that the village is going to have dozens of Ranma level fighters, even six people who can fight at that level would be a godsend, because that's around the level of early Cures and therefore two or three low level problems that we can pawn off on the minions.

Third, Japan needs a magic aware army yesterday. We need someone capable of garrisoning Onogoro while we reintegrate them into the real world. Oh look, an army that would be loyal to us that we can loan to Japan for a while! How fortuitous.
