Would you be willing to approval vote Plan: Pro-Greece - Nis to Serbia , which has -2 Bulgarian opinion worth of concessions unlike the +0 in the leading Balance of Power plan?

I will only vote for something which takes the maximum concession from them. We voted to stick our dick in the Balkans, we might as well get as much as we can from it.

It's not about keeping the Bulgarians happy, it's about creating a disunited Balkans. Aggrandizing the Ottoman Empire and Albania of all countries is not a good idea. We gain nothing from that. Bulgaria should not be so utterly ruined that they become a non-entity in terms of Balkan politics. As long as Bulgaria exists, especially if it maintains rule in Northern Macedonia, it is a threat and rival to Serbia and Greece, potentially to the Turks and Romanians as well. A Serbia that has no more threats against it is one that may be drawn to offers from the Entente to claim land from the former Austrian lands that we have kept from them, principally Bosnia and Croatia. Greece as well is a British satellite state in terms of foreign policy generally speaking and as long as they have a rivalry with a decently powerful Bulgaria this creates tensions between Russia and Britain in the Balkans. Completely destroying Bulgaria as a serious Balkan power doesn't help us it helps our potential rivals.

There is pretty much every possibility the Balkans unite in revanchism to join the Entente in attacking us, and the propaganda line of 'They want us disunited so that we can't struggle against them, let's prove them wrong!' is pretty dangerous. As much as it is a meme at how much the Balkans hate each other, we do have to consider that they are a pretty dangerous opponent to underestimate if they do unite.

At least with the Ottoman and Albanian plan we get two potential allies or at least friendly-leaning neutral countries that will help us out.

They literally could spin it as 'they want to parittion the rest of you and hand you over to the Ottomans and Albania!'

What we're doing isn't anything more or less than what the other Great Powers are doing at this conference. That sort of concern is basically irrelevant to what we decide here. If they tried using it against us, we could easily do the same for them. Besides, we're not quite there in terms of Entente antagonism. They likely believe we're still reasonable, or sated.

Albania is a mess and 'getting' them to be worth something might as well be a statebuilding exercise - they shattered into anarchy as soon as WW1 hit and fell into foreign intervention, strongmen and extremism pretty much uninterrupted since then.
 
Albania is a literal tribal backwater at this point in time. Them 'disliking' or 'liking' us means nothing. They're only slightly more powerful than Montenegro.
