Bulgaria keeping Northern Macedonia is probably worse for them than taking it and handing it off to someone else, unironically.

I think Balance of Power is better but Pro-Serbia works for me as well. The main thing is stopping that horrific border gore of giving Northern Macedonia (which is primarily a Slavic speaking region as well) to Greece.

To put it simply, I don't like the others and we might as well chum up Albania and the Ottomans like others have said previously. Ottomans are really well-placed to join us and I prefer Albania to Serbia.

EDIT: Approval voting for Balance of Power because Ottomans and Albanians Unite! because it's not going to win, so we might as well destabilize the region if we can't get solid allies in it.

Greece -3, Serbia -1, Albania +2, Bulgaria -4, Ottomans +3
Partitions Bulgaria as much as possible, makes two allies in Albania and the Ottomans in exchange for alienating Greece + Bulgaria and annoying Serbia. Not a fan of deliberately leaving the region at each others throats the way Balance of Power does.

Seems like it gets us a decent shot at making allies instead of border conflicts , though I'm guessing that this is a seething cauldron that's going to boil over no matter what we do.
