I'd like to see the areas we occupy split into two republics. A Croatian one we can merge with Istria, and a Hungarian-Slovak one. Ideally we can swing Bosnia and Dalmatia to give to Croatia. It maintains the Croat kingdom's current borders and gives us a bigger ally in the region.

I am for this too except I want that one provinces in the carpathian mountains that part of slovika atm to join ruthenia since I think it majority ruthenia there and would help make it less of a tiny micro state

Is there an option to invite the Balkan minors but not the Entente? Or to just not invite anyone?
That defeats the point of it being a conference and the entente would be able to use it as propaganda for just the Germans empire building to make everyone else paranoid.

Yes, I agree with this. A Danubian Federation in the north and an Adriatic Federation in the south. A single federation would probably be too large, especially if it expands in the future. And both would have expansion opportunities in the future. DF into Romania, AF into Serbia and Montenegro....

Hopefully the plebiscite - if we choose plebiscite or more as a mandatory point - resulted in Dalmatia & Bosnia (which we don't occupy rn) joining a now-republican Croatia-Slavonia (or Illyria? Yugoslavia? idk). Tho I don't really mind if people in Slovakia (which we occupy rn) wants to have a separate Alliance republic.

It's been noted that insisting on democratic constitutional changes as a precondition for territorial gains will make the Balkan governments annoyed with us, but what about the peoples of the Balkan countries? Would they be grateful to us for securing them more rights?

Hm, does that mean the next phase of the conference will be on what options are up for ratification by plebiscite votes? Could we, say, require Transylvania in specific to be republican edit2: in the next phase of the Vienna Conference, thus limiting potential options up for plebiscite between a)independent republic or b)joining a republican pan-Danubian state (if there are any)?
Edit: As for why that example...I'd like to not reward Habsburg Romania, which fought against us in the Great Eastern War, to walk away with more territory than they started with. Republican Transylvania (+ potentially Eastern Banat) would be a wedge against the Habsburg monarchy and the basis of a potential future Romanian Republic
