Expanding our Roadways would go a long way to make sure we actually have our troops to reach destinations quicker with more routes, and also to boost more internal trade and enriching market places with more market access from smaller villages to reach them.

We might as well also continue in making our cannons much more stronger along with its explosive shots. If we get Grapevine and the other variants of Cannon Ammunition of the Napoleonic era the better.

Which, considering how things like to go, is probably gonna end up going pearshaped with suprise leadership, far earlier than IRL considering it was at least somewhat of an escape for persecuted groups, while also having the classic treasure hunters and people seeking economic opportunities...

Plus, sometimes thing gets a little complicated. I mean, one technique to help pass laws in the USA is adding extra bits that may hve nothing to do with the origonal law to earn support of other lawmakers. Such as, if I remember correctly, a farming bill preventing hazardous waste sites within a certain number of miles to an airport.

Plus, Linguistics are important.
 

I was thinking to boost our income enough to support a dedicated department towards education, I could also forsee a focus towards Vocation Schools to boost our current workforce (which is vocational-based) and develop literacy than to allow the church to have a regrowing influence via being the ones educating the masses in literacy that would in the long term may form their own political party to restore the Papal States.

Thus I suggest creating our own High School (or University or Vocation School) with our own funds (The Monarch's, not the State) which we can impose our own rules and apoint teachers ourselves to educate and to increase literacy.

I would also establish that libraries can have an actual Lecture Hall where educators can lecture and teach in a nearby place if you want to focus to increase literacy, encourage exchange of ideas and local learning.

I would also reccomend creating a National Library where knowledge across and outside of Italia can be held, archived, and kept for scholars, students, and future generations and a Cultural Centre where people of different Italian cultures can come together to host their traditions like a heritage fair/folk-o-rama.

Further develops could be made for buildings/spaces as a community centre.

Explanation:

Right now, I want us to secure our position and make sure that things go smoothly. We're already stable enough due to having whalloped the Ottomans last book, so now I want to give some focus to internal matters.

Picking our Prime Minister and forming the government now is essential to keeping Italy stable, and I would like to assess our position in the greater internstional sphere. Meeting with the King of France will at least let us know what one of our most powerful neighbors wants, positive or negative.

The moderates won't bother us so long as we do our job right, so I'm fine with not meeting with them now. The autocrats I'm weary of, but they're supportive so I'm also fine with not meeting them yet, though we should meet with them soon. The Republicans, though, could prove to be a problem very soon, so I feel we should meet with them now and nip any potential issue in the bud if we can.

Our command skills are good, so we should work on shoring up our weakpoints, i.e. our legal and diplomatic expertise. We should also meet with the nobles and make sure that we have a good measure on who they are and what they want.

Finally, more assessment of where we stand internationally.

I've now also replaced Diplomatic with Simple Pleasures.

Yup. Those are all nice goals to work for to over time, but for now, I was thinking we could start with teaching everyone to read, and then invest in the availability and affordability of books, and use the surge in literate and scholarly individuals that result as a boon(bonus to rolls) to the foundation of the Grand University of Rome.

The only way I can see to get them to join is through introducing and making them adopt Liberation Theology.

If we are investing in it, then obviously we are employing government administrators to do it. Afterall, our relationship with the pope is stable, but not friendly. Odds are he isn't going to offer dozens of clergy men to march across italy on our say so. Looks too subservent. This is why we are investingnour extensive wealth rather than asking ordering the pope.

Hmmm... that makes sense.

I'm of two minds now.

We could start rebuilding Rome and reform it into a true capital worthy of the Roman Empire of old.

OR, we could send our navy to not just deter, but crush the Barbary States and their ability to raid in the Mediterranean Sea.

I'll probably go for just Rome, though, since we already have supremacy over our portion of the Mediterranean.
