I don't think we should be making enemies of the dragons if we can avoid it and while they have killed some of our men it's entirely possible that they genuinely didn't know we weren't on the same side as Pegicles' men
 
Can we please not open hostilities with yet another nation? Particularly one of dragons, that's a bad idea and not a good example for our daughter.

This is more or less the same as letting them pass all it does is add more chaos and confusion to said fight and after which we can just sweep in and finish what's left.

My issue with Mare-a-thon Fireball is that it's basically the same as They Shall Pass whild also putting our men at risk and making far more likely that we'll have to fight the dragons when for all we know they'd be perfectly happy to sit down and talk with us once they realise we're not with Pegicles

And even if we don't they'll have been weakened by fighting Pegicles' forces
 
they got armour that suggest a fair amount of intelligence
I also remember trolls having armor as well way back when we were unifying our empire but they weren't intelligent by our chief rival I can't remember his name. It's entirely possible someone put that armor on the dragons for what purpose I don't know but they could have escaped from said people and came this way.

dragons in MLP are sapient. They just... tend to be arrogant and "might makes right".

they apparently can go feral when under the effect of "greed growth", when accumulating too big a horde (all at once? at all? It's never been made clear) makes them both bigger and MUCH less restrained.

I think it's been mentioned that here the Greed Growth is actually a curse from Discord, now that I think about it...and presumably the wild dragons we found in our lands were prey of this form of madness, kinda like the "magical rabies" of the Diamond Dogs.

If it was feasible to completely eliminate organised crime then somebody would have done it by now but no nation in the history of the world has managed to do so
That doesn't mean all dragons are sentient here we've met what a total of two sentient dragons(no were near enough for a species to survive) that doesn't mean we should assume these ones are intelligent as well.
Yeah but that's literally 100% of all dragons we've encountered being sapient

No it really is legitimately impossible, no people are going to 100 percent follow the law. Especially not at our size. You can monitor it, mitigate it, use it, but you can't eliminate it completely.
Even if you did, a new organization will always form in the vacuum of the first.
 
One thought that comes to mind is cooling the area around the dragons themselves since they can just sleep in volcanoes and reptiles don't handle cold very well the dragons spout fire so I'm not sure if that would work out very well but if nothing else would help disrupt their flying abilities due to more turbulent air that doesn't have as much lift.
