I would rather skip the wide-scale use of fossil fuels if we can help it. A short-term boon isn't necessarily worth the hassle later on.

We have magic and alchemy, which is basically magical chemistry, available to us. Surely we can attempt to use those resources to make coal more viable in the long-term without harming the environment or upsetting the OG?

-[X] While it could represent a welcome windfall for the Neck, we do not want coal byproducts, soot and ash and perhaps even deadly gases, to pollute the realm and endanger its citizens. We will commission the Enchanters and Alchemists of the Imperium to develop a cost-effective method mitigating the harmful aspects of burning coal.
--[X] A prize of 2,000 IM will be awarded to the individual or group who discovers an acceptable method of accomplishing this goal.
--[X] Additionally, we will dedicate future Ministerial effort to solving this issue (i.e. upcoming turn action).
-[X] In the meantime, the government will purchase and store the coal discovered in the Neck for future use. We will revisit this issue every six months, if a solution has not been found.

[X] Chemical and air pollutants in industrial applications need to meet environmental safety standards. Non-commercial usages should have no less stringent standards.

The trouble is that this is no boon unshadowed. It does not take an alchemist to realize that coal burns with a dirty flame that will darken the air and mayhap even poison those who breathe it. Soft Strider, newly made Voice of all the Singers in the Imperium, speaks up against counting upon such poisonous artifice, whereas Duke Reed sees the revenue from the coal as a chance to better the lives of his people.

For greater forges we could easily use some spell to clean air, as we already do for water.
But I don't think that scales down to individual homes.
 
The probability of anyone figuring out a way to make the magical solutions cheaper by two orders of magnitude within the span of 6 months is... low...

This is unlikely to work, you are basically asking Joe Random Wizard to do a research project for you and do it for pocket change .

Seriously though guys, making clean coal that scales is a infrastructure or a research challenge that will take actual actions to solve. The old system where you could just shunt something like this to the background just left everything as having no weight and substance

'It will get rolled somehow by some minor PC' does not make for an engaging quest

Distracted with work stuff. I've gone back and tweaked my original plan to be more fitting in light of that. Still keeps the award for any enterprising enchanter or Alchemist who might discover a solution, but also earmarks a future turn action toward it.

-[X] Environmental Protection will be chaired with appointees picked by Vee or the Ministry of Health at Vee's discretion.
-[X] Responsibilities include monitoring and investigating pollution

To a large extent you have already been doing it, the Imperium already has steam power, it is just that it runs on magic, permanent walls of fire, that heat water and make steam. That is the only reason Lya ever learned wall of fire. I do not think she ever cast that spell in anger. That said a boiler that runs on enchantment and ritual magic requires far more of an investment up front than one that runs on any conventional fuel
