Adventwolf and Aztez Fan have made a fairly reasonable case that it would be more advantageous to sell at least some of the decommissioned cruisers to each of our ORDI allies without an auction, and that we should sell the cruiser with their FTL drives still functional.

Do you agree with the following changes to plan Methodical? If more than 50% of you are in favor, I'll change the plan. Explicit votes against the change are substracted from the number of votes in favor. Abstentions have no effect.

[ ] Sell one decommissioned cruiser to each of our allies at a reasonable price. Auction off the rest at a private auction among the ORDI nations.
[ ] No, auction all off them off among ORDI.
[ ] No opinion on this.

[ ] Sell the decommissioned cruisers with their FTL drives still intact.
[ ] No, sell the cruisers without their FTL drives.
[ ] Don't care.

If you do this, then we really need to give people time to change their vote in response to whatever wins, i.e. no ftl or ftl . Because just closing the vote before people can change to or away would be bad.

BTW, I'm fervently opposed to the economic warfare against Caliban of Plan Conference Call against the World. Manufacturing a political crisis or just strong-arming local warlords in order for us to take over is something I'm willing to do, if the situation calls for it.

Manufacturing an economic and ultimately inevitably humanitarian crisis to do the same? That's a dick move at best, and a betrayal of Helghan values at worst. I expect we will get lots of shit over it internally if the truth comes out.

[X] Plan Mix-n-Match
-[X] Accept offers of assistance from ORDI nations (Pyrric Rabies Vaccine costs 0.1 Research points)
-[X] Caliban
--[X] Infiltrate Civil Administration (Khan) [Easy]
-[X] New Oslo
--[X] Infiltrate Civil Administration (Morgenson) [Easy]: By infiltrating the civilian leadership, we can improve our ability to ferment dissent amongst the populace.
--[X] Infiltrate Civil Administration (Howl) [Easy]: By infiltrating the civilian leadership, we can improve our ability to ferment dissent amongst the populace.
-[X] ORDI
-[X] Sell Decommissioned Cruisers to ORDI (3 to each member, 1 is auctioned)
-[X] Write In: Invite to 2nd ORDI Conference: a great deal has happened in the last 6 years since the ORDI was founded, having a formal meeting where defense goals can be discussed, coordination hammered out, intelligence shared, and Military surplus traded/sold in bulk would be more useful than trying to do it with each nation individually.
-[X] Capellan Confederation
--[X] Negotiate an embassy with the Capellan Confederation.
-[X] Celestial Mandate
--[X] Open Diplomatic Relations with the Celestial Mandate.
---[X] Go public with the evidence we have, and demand answers.
-[X] Military
--[X] Construct a military defence station over Independence.
-[X] Political
--[X] Annex Tiverton (-5 influence): By deploying numerous civil, military, and diplomatic resources, the Republic should be able to annex the system of Tiverton with minimal protest from our neighbours. [Progress: 0/2 turns] [Action Point Locked Until Completed]
-[X] Research
--[X] DHS [5.96/6]
--[X] Advanced Petrusite Theory [5.8/6]
--[X] Petrusite Space Weaponry [2/5]
--[X] Standard Power Armor [1.95/6]
--[X] Selective Defoliation [1.3/2]
--[X] Pyrric Rabies Vaccine [0/0.1]/[X] Prototype Gauss Rifle [0.4/--]
-[X] Requisition & Design
--[X] Burst-Pattern Launchers: The product of a pair of machinists who have since turned to producing units for sale to Periphery militias under the Alter Stiefel label, a Burst Launcher is designed around the usefulness of high powered strikes with a minimum of tonnage invested. [See Rules Document for Statblock and Rules]
--[X] HDC 'Ursus' Squad Cannon: Developed by the Helghan Defence Corporation out of Bloemfontein, the Ursus Squad Cannon is a gyro-stabilised semi-automatic recoilless-rifle designed specifically for use by power armour equipped soldiers. Firing a 60mm shell at 400m/s, the Ursus substantially increases the already considerable AT firepower of power armour troopers.
--[X] ASF Design: Areospace Bomber/Dropper-Chopper

I took parts of different plans that I like and assembled it into what we have here. I was fine with us infiltrating the civil administration of the Khan. I however left out weakening the economy for now unless someone can convince me otherwise. Also left out claiming the unclaimed lands. That're probably going to start a war. For New Oslo I decided to infiltrate both sides civil administration while holding off on buying what lands we can. After the infiltration, I feel we might have a better idea of who's willing to sell.

For ORDI I'm having us sell the ships with the drives. 3 ships for each member while the last remaining one is auctioned off. This should have us avoid the pitfall of having to give the extra ship to someone and looking like we're picking favorites. I also like the write-in from the Conference Call plan so I put that in as well.

Ferngolly had a great idea where we contact the CC as a means of having the CM putting attention of their coreward border instead of focusing purely rimward. Hence the reason why setting up an embassy with the CC is there.

The diplomatic channel with the demands is a way to show that we're at least doing something about the attack.
You should keep in mind that a lack of visible action towards the Celestial Mandate will likely result in some very mad Helghan Citizens.

Edit:
It doesn't necessarily have to be declaring war on them or even massively aggressive, but people are capital-M Mad about the attack.
However, if the ORDI conference also covers that, then I'll replace that action with something else.

Militarywise, I decided to to build another defense station.

For the last research slot, I put in the Rabies Vaccine and then put in Prototype Gauss Rifle. This I really didn't care all that much about so I'm fine with changing this if need be.

Lastly for requisition and design I just put in the burst launchers, Ursus cannon and asked for the Aerospace Bomber/Dropper-Chopper.

So one of the advantages of the Warpdrive is that it can handle the atmosphere, unlike KF drive ships. That means that our cruisers can be used to support ground operations. Can we expect ORDI members to do the same?

I guess I'll go with this because as much as I love the write-in in 'Conference Call' now that I've taken a second look Methodical has more that I like. Though I wish that Methodical replaced the two New Oslo parts with the two write-ins from 'Conference Call'.

//Edit:After a third look I've decided to change my vote back to 'Conference Call'.

How will the creation of aerospace trainers from "Plan: Methodical" affect Helghan aerial forces (besides the obvious training)? will it provide an additional dice roll for air actions? better critical actions? lower critical threshold?

So turns out that if we take the conference option, we can save ourselvs 2 whole AP rather then spending 3 AP since we have FTL coms to their capitals. Keep that in mind for later planing when it comes to speaking with all three of our allies.

People do realize you are voting for a plan that is only going to lead to a war right? One where we accuse the mandate of something we don't have anywhere near the amount of proof for. They will deny those claims which will only piss off our people and demand a war for. This means we are now the aggressor and the ORDI will leave us to deal with it on our own.

@coyote16able @Thule @Mostlyblue @KnightofTempest @Crafter of War can we get your support for the conference vote? Also there are two more AP that will be used when @Gmerguy gets back on since the conference action only requires a single one because of the FTL network.

Right, i was asleep at the time but i have updated the Conference call against the world plan given this information. I have condensed the conference write in down to one action in General, freeing up 2 actions. As such i have added two new actions to the plan, the first is Annexing Tiverton and the second is reaching out to Detroit and offering military supplies/training/etc at a good price, because the last thing we want is a major industrial planet falling to the pirates.

All of the moved and added actions are underlined and bold in the plan. to the people whom are still voting for plans in last or near last place, please consider reviewing it and voting for my plan.

For the FTL network I would expand it in the Aurigan Reach first and leave the TC and MoC out of it for now. Give the Reach a leg up for a bit longer. And the Reach has very little ComStar presence to the point some of the most prosperous planets are marked as uninhabitable and abandoned.

We need to expand our FTL network to Rockwellawan and civilian traffic to kick out ComStar out of our region of space

I mean yes, but i think the bigger priority right now is keeping Detroit out of Pirate control, and protecting the MoC/HR FTL comms line.

I am talking about next turn not this turn.

No because that is inviting a shadow war that we wouldn't even be aware we are fighting.

Expanding the network is not the same as kicking comstar out of the area, and its going to happen because its the best way to tie the ORDI nations together and boost up everyone's economy. Not to mention that you are acting like the other ORDI nations are not diligently working to reverse engineer our comms tech, and given alot of our ships have that in built they are going to have plently of examples of it to study in depth.

Yes. However, escating to an active hot war would be an bad idea. There remains a possibility of this being a false flag op and we are not properly prepared.

Besides, getting a bit more time to reasses the situation before firing the trigger makes us not seem as a threat to others.

I am not talking about expanding the network. I am talking about fighting with ComStar by being obvious we are going after them. Also the stations are under our control not the other nations. As for the ships they have it as a relay yes but like with the stations the range is limited.
Are we not already in a shadow war that we not aware we are fighting?
No we are not because we have no proof about who did the attack. By purposely targeting ComStar they now have the incentive to try and ruin us. And while ROM is memed as being all powerful when they really aren't they are still very competent when their opponents are blind and deaf to their antagonistic behavior. Right now ComStar still isn't caring much about us. Going after them directly will change that quickly.
