As for decisions, i think we can have local forces get involved and spin it as us going after more smugglers, given that they previous turn had us make a major sting. I also want the police bring in the other civvies, saying they are targeted by criminal elements and in danger. Yes this airs the smuggling problem we have, but smugglers are better than spies

There are bases close by, but deploying troops would be even more obvious than the Gendarmes.

right been thinking, best course of action i think is to play this as hunting down dangerous 'smugglers' on the run from the fallout of the durban deal going wrong, that should have been pretty public given it went loud from my understanding, that and the pervious anti--smuggling actions we took should also make this more credible. this should allow us to bring the police and local traffic/public transist control on board with minimal fuss. we can have separate police go and secure the targeted civilians using the same issue. Additionally we can reach out to the heads of the research facilities, informing them of the smuggler situation and advising them to take a stance of raised security/awareness.

They funded the Durban deal with art from a Capellan private collection that was siezed by the Mandate in their purges, Comstar is good, but not that good. Odds are the Mandate figured out we were supplying everyone against them with equipment during the 4rth succession war and were a mite miffed and curious. Not to mention there is evidence that they were behind the Portland raid as well.

So just to clarify, for the smuggler plan, the gendarmes will be going after both the spies on the trains and the ones you have intermittent surveillance of, correct?

That is how you create a panic, people will see gendarmes and soldiers flooding the streets and assume the worst. Given we've already had a nuke go off in Phyrrus I'll give you 3 guesses as to what people will assume is happening which is only made worse once you try to seal the city, issue a terror alert and reveal the presence of foreign spies. This plan will turn a spy hunt into chaos as people try to flee the affected cities rather than help us find the spies. For a city-wide lockdown a hunt for a murderer or sealing it to keep a pandemic under control (as China did for their big cities) is far more effective since people are more readily able to envision the benefits and the risk is much more nebulous.

This also allows us to station police and gendarme units around such facilities without arousing too much suspicion.
A slight modification of the smuggler round-up plan that allows us to go semi-public but keeps the real details of the matter hidden without creating a panic.

No, they are specifically going after the dudes we know are on the trains. the idea is we lock the trains down remotely and then send in the military police. we then work with the local police and transport authority, i.e. the guys with all of the traffic cameras, etc. to track down the intermittent spies.
