"I do thank you for your cheers for this, for all I welcome the brave hearts from which they spring," the Imperator said with a smile.
@DragonPradox, this sentence seems odd. First he thanks them, and then he says "for all"? I would have expected the "all" to be removed, or a negation to be added somewhere.
Or am I misunderstanding the sentence?

Said Celestials keep themselves alive by a web of alliances, pacts and treaties that involves a bunch of non-celestials. Like... you know... Illithid colonies. Some of the saner Demon polities. Kytons. Beholder slave states. You know. People you need to cut a deal with if you want their buddies off your back.
Is that definite worldbuilding?
Because I can't really see NG-Incarnation bend like that, not without collectivly falling at least.

I would have always imagined the Nirvana remnants like Gondor in the late Third Age, maybe not as good as they think they are, but overall still very high up there, despite the constant pressure from their hostile neighbours.

Some of the city states are like that, some of them are not and those are the ones who have more Fallen in their leadership.

I have a question about the godcrafting proposal

Does it count as Viserys becoming a god if he uses a pieces of his soul (or his shadow)
to make it into the imperial god similiar to a arcanum and then binding it to him

Edit: making the imperial god without a consciousness sounds risky to me as other could try to manipulate it

Sure, you could make a god in the image of your very ambitious PC, the trouble is it would then likely want to be top dragon, evil twin conflict with gods. Well OK less evil and more 'as much of a control freak as the original', but you get the idea

Would it try to control us or the citizens?
How could it control us if we bind it to ourself

I was also wondering why the imperial god didnt have the magic domain
The imperium uses magic almost everywhere and teaching magic is one of its crucial aspects i dont get why it wouldnt have the magic domain

Part MMMDCCLXXXII: Winding Down
Winding Down

Twenty-Second Day of the Fifth Month 294 AC

"It could, though the survivors of Paradise are careful and paranoid. It will take time to forge the bonds necessary for them to trust Imperial forces near their realms, even if we were just to raid the Illithid or Fiends. For now, we must focus on matters closer at hand," you reply, speaking carefully for you can well guess what impulse had driven Lord Stark to ask, and it is the same one that has a few of the Northern Dukes, most prominently Umber and Mormont, to look on approvingly. Aid given to defenders far off to guard against a distant foe they can well understand. If only there was but one convenient Wall to guard. "Alas, we have still the remnants of our own last great battles here to fight. The shadows of the Long Night yet linger under the green hill of Westeros and they are ever at the call of their masters..."

As the shadow of pain crosses the lord's stern face you feel the bite of guilt just as swift, but still there could not have been a better way to lead the man away from talk of angels and the breaking of Heaven. Even at such a time as this and with all the weight of your words and Mereth's added to them still it is Winter for which his deepest hate is reserved.

You continue to eye the room wearily as you recount first that threat than the ones of the Intrusion in Qohor, still dark to your sight and foresight both, the devils who had slipped into Slaver's Bay, the Deep Ones in their hidden fortresses and finally the War of the Three Spheres. On this last it seems most likely you could count a victory one day for it is indeed a war and one in which you have allies and a seat at the table. Everyone here had seen the delegations of the shaitan and the djinn with their own eyes and could make their own judgements as to their wealth and power from the markets of the Deep. By the time one is speaking of the matter of fronts and battles, of skirmishes and avenues of supply, it is clear the worst of the panic has abated for the moment, but it is clear to your eye at least that panic is not the worst of the perils to come.

More than one of the notables in attendance had fallen into deeper and deeper silence, seeming almost to sink into themselves with each word they hear. With the Archon of Saath that might have been in consequence to your demonstrations, but you do not like the look of Oddo. Waxen you would call his face without his usual animation, his gaze half-lidded as though he can barely stand to watch the goings on.

As for Mace... he has something of the look of a trapped beast, eyes darting to the door and window seemingly against his will as the tries to escape the reality before his eyes. He is in many ways no harder to read that Stark. Olenna Tyrell was not known for her piety, what then might her fate have been? The same fate that could have been avoided if he, Mace, had not fallen for the lures of the fey. In this at least you think he might be judging himself too harshly, but there is little enough you can do to help... Perhaps the time has come for Mace to retire.

Then there is Darry who you had thought was whispering to his neighbor, until a moment's careful spellcraft revealed that he was in fact praying to the Seven, a reasonable enough reaction to what he had just found out, but one you hope he will not take too far. Moving your gaze a little aside you see Brenn Pyke also murmuring under his breath, though in his case it seems to be a mantra made up entirely of mundane tasks to anchor himself.

Otherwise besides poor Veda, who has only just managed to control herself at some point into your explanation of where the cities of the Deep Ones lie, everyone seems well enough, for ones who had been wrung dry of every emotion one can conceive and then some. You doubt you are going to get much more information past many of them today, and the mind healers you have gathered will doubtless earn their keep.

As you start to wrap up the session you consider if you should speak to any of those in attendance personally on the morrow or should instead take the day to judge how the political factions will align.

What do you to over the next day?

OOC: Well here we are, once we got back to the Others and the Deep Ones everyone was back on solid ground, they had all been briefed on that so it was just adding context and did not cause as much san damage for lack of a better term.

I want to see how people react and group together personally, see how they do in a crisis as it were. We can interfere if needed, but I think its a good idea to get their measure now.

Made a few additional edits to the chapter, DP.

We need to take a step back and see how these people react to the news, and interact with one another as a resukt, without our interference.

We could have a chat with our Minister of Education, she seems like she needs one.

We could either tell her the truth why her secular course is well-compatible with our own plans (and then slap a Mindblank and the biggest skillbooster for Bluff we can get on her), or we can go for a half-truth in telling her that her secular course will not endanger the souls of children, by not pushing them towards a specific religion we leave them open towards the one they feel most comfortable with and are thereby more likely to produce true believers.

Hey did we ever get Bloodraven's thoughts on the imperial deity? He said to wait a month in the story it's been more than that.

Well good night guys, see you in the morning with the coalescing of political factions and some change of political affiliations and then on to the rest of the order of the month. We are on the other side of the big event of the month so we should be seeing that new system soon (TM).

...You know, those who adhere to Rhollor would be quite enthusiastic no? This is their War For The Dawn, but it simply wasn't a single dramatic battle. No, it shall be a protracted struggle wherein they must fight body mind and soul against The Great Enemy. This is their age, this is their War for The Dawn.

It is a big confirmation bias danger zone, for the most part.

Though now some of the people who are digging their heels in over the Fire Messiah thing will start to think maybe Viserys is being tested, too, which is why he doesn't seem like God's messenger all the time, except those rare instances where his snake-oil pitch sounds an awful lot like a Red Faith pitch.

Total coincidence, we assure.
