The big question is where. With so few lords doing us the courtesy of getting themselves killed on treason charges, we have much less land to work with.
 
In no particular order:
1. Countess of Wayfarer's Rest, Governess of the Midlands
2. Baroness of the Ring (under Duke Baelor Hightower)
3. Baroness of Gallowsgrey (under Duke Stannis Baratheon)
4. Countess of the Giant's Lance, with seat being Heart's Home (formerly Corbray) (under Duke Yon Royce)
5. Countess of The Crag (most likely to be renamed), with seat being a refurbished Tarbeck Hall, Governess of the Golden Mountains
6. Countess of Ghoyan Drohe, Governess of Ghoyan Drohe (the fun of having two titles with the same name)
7. Countess of the Fingers, Governess of the Verdant Vales

That's pretty much it, unless we want to put her in charge of a colony.

Hmm. What about the outskirts of Valyria? Like Elyria or such. We've gifted the Deer Fey Knight with one, can't we also gift her one as well? It will train up her level, due to high concentrations of Monsters that are out there. Also, a Cultural one, being near the heart of her Ancestor's homeland.

The land in Draconys is pretty much spoken for. We could colonize the Lands of Long Summer, which is roughly 50% actually livable if extremely dangerous, but other than that, we would need immigrants from the PoF to actually settle any more of Valyria.

Valaena would prefer lands with people, not monsters ready to eat said people. She can fly off on adventures (or teleport). There is no need to have hem on her doorstep.

The big question is how much interest she has in actually, you know, governing.

I've got no great interest in crippling our government for the sake of someones prestige.
 
with the system of ruling we've installed and with all those advisors like the lawman and steward fiefs can more or less govern themselves without the lords doing much of anything
The system still needs someone in charge of it to direct efforts and more importantly to keep a lid on internal troubles, do diplomacy with other people and a host of other functions that fall on whoever is in charge of everything. Having a noble class that does fuck-all is a pretty good recipe to breed republican sentiments and we don't want those. Those nobles we retain have to be useful or we should straight up replace them with bureaucrats.

Would overall be a solid choice, putting her in charge of some of the more troublesome Riverlanders. However, I don't think she really would want that much trouble and she would have neighbours like Walder Frey.
Nope. It would also cost us the seat we already voted to use for the imperial administration, so it kinda isn't even an option.

Yeah. No. It doesn't really solve her marriage woes and I think the Hightowers need even more prestige by making a dragonrider their vassal.

A lot better. Puts her under someone reliable, while giving us the chance to twist some public perceptions by implying she is actually a chain to keep Stannis in check. Not that he needs it, but it should kill any remaining grumbling about him not getting shafted more in the new order. Most importantly, she doesn't actually have to govern much here.
Edit: As she wants to focus on trade, this is a bad place.

Less optimal, since it has more responsibility, but the area will de facto be ruled from the military base at the Eyri anyway, so not that bad.

Rebuilding Tarbeck Hall for her would be nice, but going beyond that would both piss off the Westerlings for de facto demoting them and saddle her with a lot of politics and administration.

She apparently doesn't want a frontier realm and this place has pretty low population and development.

Pretty solid. Her neighbor being Dalla, they will probably both appreciate the lack of formal decorum required by their neighbor.

what happened with the Westerlings anyway? they weren't mentioned in the conquest and they were really the only house i knew about outside the Lannisters due to their daughter mugging and shanking a winter hag before running away.

We got little information in that regard. The entire Westerlands are one big question mark to me, baring things like Kayce and Castamere.

A reasonable amount actually. She has an interest in trade and thus in the economy and she wants to rule over a prosperous land so she is going to put in the hours and she has the connections to get some very skilled underlings for the places where she is not an expert. More so than most Westerosi lords she is set to take advantage of the growing magical economy.

Most promising would be Giants Lance and the Fingers.

isn't that like the worst piece of land in the Vale like the lords of westeros would give it to a bravosi sell sword bad

It is not great farming land, but it is on the coast and you can get quite a bit of trade and fishing done on the side. Plus as mentioned above, you guys can tera-form bare rock if you have to. It's all a matter of how much time and effort gets put into the land. In terms of prestige it might be lesser at first because of the perception that it is bad land, but as the taxes start rolling in that will change.

I suppose we can also use titans tools to improve the land further creating natural harbors , rising hills were keeps and forts can be placed ,creating natural defenses and land sculpting the perfect spot to build a city

That is a bit harder. Titan tools for all their power are meant to work at a more or less human scale. There is a lot more stone in a hill than there is in a keep or even a whole city wall.

The (Shadow of the) Doom on the other hand which you use for making soil, yeah that works to scale you can see on a map. :V
 
The Fingers are considered bad land due to how rocky and mountainous they are. We are talking terrace farms and entire cities cut into the cliff face here, if we want to improve the place.
