It is quite literally him being too wary of the new king to even think of being unreasonable. This is the base assumption of nobles being better than commoners that is at the basis of every hereditary aristocracy. As far as he is concerned this is as much of an objective truth as the sky being blue. One might debate what shade of blue adn what that means for the weather but not the color itself

I mean, that's propably canon in some edition of D&D, but not necessarily here.
For example our CoB does not seem to float.

Edit: Also I think the great Walls of the city protect the city from the general heat of the Plane, not the Brass Bastard himself.

I thought about making it float, but I could not figure out a way to make that work without making it a major security weakness. Still I might use things from that lore video in the future, thanks for showing it @mmgaballah.
 
@Artemis1992, I'd leave out "drillships" entirely. We have not seen anything like that at any point from the Shaitan and I'm exceedingly dubious of the idea that it would be cheap to make a vehicle that drills through solid rock faster than a man walks.

They had ships in that style here, though the drilling was for boarding-actions: A Sword Without a Hilt: A Song of Ice and Fire/D&D 3.5 Crossover

I would think it's very likely that they had invented variants for their own plane (as much using Stoneglide-like effects from bound earth-outsiders or from spellwork as physical drilling).
It's as natural a thought as inventing sea- or sky-ships on other planes and they had millenia to accomplish it.

Edit: The speed is as fast as a Shaitan goes through stone, which is faster than most cavalry on our Plane goes.

And from a world building perspective, it's significantly more sensible if vehicular combat is impossible on the PoE. The war makes sense if nobody can get vehicles through the PoE, but not if that is somehow easy.

A vehicle to support that would be an advantage, but not a true game-changer. They are barely faster than a regular Shaitan and could be adjusted to be exactly as fast, to imply a similarity of the magical effect and explain the movement.

So as transports, they are not too bad.

Full vehicular combat is indeed impossible since you can't shoot through stone (without exotic and expensive magic or psionics) and your sight-range is limited to things like the Shaitan's tremorsense and some magical navigation for directions.
But using the vehicles as transports and then as a kind of bunkers once they have entered the battlefield seems like a reasonable approach.

If the Shaitan can make such vehicles, then so can others. This is not about what would be useful and sensible for them to have, but about what the existence of that thing implies for the wider setting.

In this case, the Efreeti and the Shaitan have been in a stalemate for 800 years or so. Why? What could possibly cause them to be so incapable, with all the resources, time and bright minds thrown at the problem, to overcome the static meatgrinder?

In this case, geography. A lot of the Efreeti military power is tied up in naval vessels, air force assets and similar meanst of projecting force in an open environment. They can dominate the Fire Giants and the Salamanders, becuse they have highly mobile assets that give them control of trade routes and the ability to strike their enemies, wherever they are, with a great amount of force. But these things are fundamentally useless in the PoE, which has no seas or skies to dominate. Instead, the PoE has rock, which the Shaitan can easily burrow through and fight in. So for the Efreeti, attacking the PoE means they can't use their strongest and most mobile assets, while fighting against someone who is more mobile and better adapted to the environment. Think Vietnam War, with the Shaitan as the Vietcong.

In reverse, the same is true. The Shaitan have no harbors, air-bases or the assets building on those things. They have to conquer every tiny harbor they need, fight to keep a strip of open land to use as an aircraft landing ground and defend these things against the powerful Efreeti forces that can very much get to those places. At the same time, their own powers like Earthgliding or manipulating the cave environment to their advantage, are next to uselss on the open ground of the PoF. So they too have to fight with one arm behind their back against an extremely capable foe.

So. Both sides face a high cliff of difficulty in conducting this war the moment they enter their enemies home-ground, which is why they have been wallowing in the pit of despair betweent he cliffs for centuries in the futile hope that one day, the bodies will pile so high in it that they can climb the cliff.

If you now introduce PoE capable vehicles, this breaks down hard. Suddenly the Efreeti are a few captured "drillships" away from being able to adapt their navy to serve as troops transports that can force their way deep into the PoE. Their industrial capacity to build and crew such vessels outstrips the Shaitans capacities by a large margin, simply since they have a much greater need for vehicles in trade and warfare. This negates the Shaitans homeground advantage to a large degree, and likewise allows the Efreeti to project meaningful amounts of force into the PoE. The Efreeti would win soon after gaining such capabilities.
 
And this is what I get for trying to design a war without a system with the primary objective of making it look cool...

Yeah, in the first decade or so, these arguments would make perfect sense and it would likely be a large part of the espionage war for the Efreeti trying to get everything together to solve these problems. In the first century, you would likely still have the Shaitan with a decent edge and the Efreeti using less sophisticated versions than them, but slowly narrowing the gap. By the second century, the tech would have equalized.

Mind that this ist he timespan tech like gunpowder took to spread through Europe, going from something only the Ottomans used against the Byzantine Empire to something that random mercenaries in England used. Tech disparity has a pretty short half-life and the more widespread education and the easier transport and communication, the faster it goes. I mean, the Meji Restoration managed to elevant a medieval Japan to an industrailized great power in 50 years. China went from "refitting partially completed Soviet carrier" to "fully domestic production of nuclear CATOBAR carrier" within around 20 years.


As for small scale, yeah, I could see that. See the cost for outfitting even one Praetori unit (about Company strength in numbers) with Power Armor. Ruinously expensive.
 
In fact, we have no reason to trust the competence of Lewys Cobbler, much less cover its mistakes in the event of its failures. On the other hand, there is also no reason to refuse him. Therefore, I propose to give him a trial period to test his competence on the one hand, and on the other to graciously agree with our useless vassals.

I'm still working pretty much on gut-feeling and rough comparison to existing units with most of the values, so these comparisons help to see if things work as intended.

--[X] This step might seem bewildering to some in Westeros, much like how the hereditary nobles you landed in Essos have been to the magisters there. The lordships of Westeros are not the city states of Essos after all. However, the magisters have seen the wisdom in those actions after some time and likewise will nobles see the wisdom of self-governing cities.
--[X] That is the promise of the Imperium. Not change for changes sake, but to improve upon what exists with measured steps. There is much that Essos and Westeros can learn from each other and if all citizens work together, pooling their experiences and knowledge, then the sum will become much greater than the constituent parts.
--[X] If somebody still has the balls and the lack of brains to openly complain, flatly tell them that the best insurance against having your fiefs seized by the crown or allowed to self-govern is to not be a traitor. There are many lords who have found not-being-a-traitor to be an overall good strategy.
