So you can switch people around pretty much as needed, so if you like you can have Rei as a manager for now and switch over to Alice next turn. When that happens regardless there is going to be a vote about making some changes to the council anyway.
As for why you aren't going and helping the police right now... you don't even know that is the Police.
Had they had time to actually finish yelling, you'd know. But it's entirely possible that like, an over enthusiastic fan broke in or something.

Turning back to the Senshi, Tuxedp Mask gives a long, deep bow. "Thank you... for letting me face off against Jadeite on my own. I just..." The young man looks up, in the darkness above. "I had to know... And that battle confirmed it."
"Confirmed it?" Sailor Uranus asks, looking at Tuxedo Mask with a confused look on her face. "Confirmed what?"
Tuxedo Mask's eyes slide over to Sailor Moon. "You noticed it, didn't you." He asks, "His Axe carries only traces of the curse that Beryl put upon it." There is a definite sadness to Tuxedo Mask's voice. "All of this..." The man says, looking down at the cages along the walls, and the civilians who Naru, Kagome, Inuyasha and the Policewoman are still helping through the portal on the far side of the cave. "He isn't under that woman's control when he did this. He did this of his own will." The blade in Endymion's hand quivers for a moment, before he sighs once more. "I don't know if he can come back from this."
"Uhm... Right, about that." Usagi says, trying not to worry the policewoman, but even those two words are enough to put the woman on edge. "Could you... not say anything about that yet?" She asks. Kimiko's look is flat, and Sailor Moon looks around even more awkwardly for a moment. "Just... For like a week or two?" She continues. "That's when we'll be doing our official... announcement thing? And Rei's shrine is already suffering from people blaming her grandfather for the abductions, and it would make her job so much harder if she has to deal with journalists always bugging her."
Kimiko blinks, "Oh, you mean not tell the media and the public?" Sailor Moon nods.
"I can't guarantee that," The woman admits, "But the Superintendent is a fan of Sailor V, so it is entirely possible that she would be willing to apply some pressure to make sure that miss Hino's identity doesn't get out." That statement surprises Kimiko by making Sailor Moon groan. She gives the powerful spellcaster a raised eyebrow, who just sighs in response.
"Just remembering that I need to add contacting V onto the list of everything else that I have to get done soon. I swear, it feels like my work is never done." Sailor Moon says, and her statement gets a laugh from Kimiko.
"Tell me about it," The girl says, "Even before I got these powers," the girl says, allowing electricity to dance across her fingers. Kimiko doesn't say anything, but the act of summoning her lightning was nearly twice as easy as it was before, though at the same time, it makes the woman's chest hurt a little. "I was always busy, and now on top of everything I already have to do, the Department is trying to understand how my powers work, and how to replicate them."
"It's just magic." Sailor Moon says, before she pauses, a slight giggle coming from her. "I actually just said that. When did using magic and fighting monsters become ordinary to me?" She asks, and the Policewoman can tell that the girl is asking herself that question.
"The Tokyo Metropolitan Police have put out an All Points Bulletin! This creature is known as a Chanella, a rare species from a currently unknown location. A store known as Pet Store Perfume was selling these creatures to unsuspecting children and families, heedless of the fact that the creatures are in fact, toxic.." Ikuko goes rigid, eyes wide. "Chanellas have a mildly toxic oil on their fur, of which prolonged contact with this toxin can cause obsessive tendencies, primarily focused on the Chanella itself, Paranoia, a loss of appetite, and lethargy. As of this morning, more than one hundred individuals have been hospitalized due to contact with these creatures. If you or a loved own are an owner of a Chanella, please contact the number below, and a Hazardous Materials team will be dispatched to your location as soon as possible in order to deal with the creature." A number rolls along the bottom of the screen, and Usagi can hear her mother repeat the numbers to herself before she stands, moving into the kitchen where the land line is.
"The Tokyo Metropolitan Police acted quickly to shut down the distribution of Chanellas once this was discovered, and in doing so it was revealed that the Pet Store Perfume was ran by someone who had not only entered the country illegally, but the owner, a woman known only by the alias of 'Rabiroo' was discovered to be a member of the Terrorist Organization DK after being taken into custody. The specifics of the arrest are still confidential due to the ongoing investigation into other DK cells and the actions that they are taking part in."
Well first of all that would require her to reveal her secret, which would first of all make her mother feel worse, but 'Hey, Shingo isn't poisoned, he's being attacked by an evil demon as part of a plot by an extradimensional evil that wants to destroy mankind!' Doesn't exactly... sound any better.
Actually, yeah. No. That sounds a whole lot worse.
"I get that," the other medical personal says, this one sounding to be a woman. "But what exactly are you expecting we say to the lady, that her kid isn't poisoned, he's been cursed, or possessed, and that the problem is magic?"
"And we're just supposed to... what?" The man asks.
"Take the kid to the hospital. Same as the others." The woman says, sounding more frustrated to answer the man's questions than anything.
"And just wait and hope that the effect that these freaky things have put on these people goes away on it's own?" There is a soft smack, followed by the man going "Ow!"
"Quiet, the family has another kid, a daughter." The Woman says, "And unless you want to get fired for letting people know about magic, then shut up. Especially since I don't see you offering up an answer on how to undo the effect these things are causing. Best answer is that it goes away on it's own. Second best is that putting these things down cures them, but until we know more, just shut up."
It has been a good while since the girl has had time to sit down and listen to the broadcast, but after everything that has happened tonight, she might as well allow herself a little time to rela-
"Good Evening Lovely Listeners, it's the midnight hour, and you all know what that means." Usagi's eyes snap open.
"No." She says quietly, staring at the ceiling for a long moment, trying to deny what her ears are hearing.
"This is DJ Jay Dait and tt's time for Midnight Zero on FM 10." Usagi rolls up, eyes wide as she stares at the radio.
"Usagi?" Luna asks, watching the girl, who simply points a finger at the radio, mouth open in horror. Luna looks between the two for a moment, "Look, I know that I'm not a fan of this silly radio show of yours, but if you like it then-"
"DJ. Jay Dait." Usagi says, dropping her head into her hands. "Why is Jadeite on the radio?"
Luna goes silent, eyes even wider than Usagi's as the Dark General continues to talk. "Tonight we have a very special love letter from a very lucky young lady. She's afraid to confess to the one that she loves, and hopes that the man she longs for is a listener. This is for you Miss Tendou."
Yet the moment of surrealism quickly takes a shift for the different as there is a solid Bang!, that comes from the radio, the sound of a door slamming open.
"TM-" Two letters are yelled, before there is a sharp sound, followed by a very mechanical voice coming out of the radio instead. "Midnight Zero is currently experiencing technical difficulties. While our skilled technicians solve this issue, how bout we listen to some smooth jazz, and to start off us tonight, we have 'Nocturnal Mission' by Jon Scofield"
And just like that, the radio show is replaced by music.
Ah, it's deeply unfortunate that the police now know Rei's identity. Unless they're vastly more competent at Counterintel than they are in real life, this information is not secure in the slightest. Particularly given that almost all of our enemies could just walk into the Police HQ and nobody would be able to stop them. Still, I don't know if I'd be willing to make a fight of it to memory wipe her; if this were later on, it would 100% be worth it, but Jadeite at least is almost certainly twice shy on taking hostages. As is, we're probably going to want to be making a lot of use of our teleportation to get around to sailor business.

I mean, it depends on what's reported; long black-haired girl named 'Rei' is as helpful as fuck-all given there's probably a metric fuckton of individuals who can fit that description.

that it's the police intervening is at best a secondary factor. Be it them or someone else, it matters not.
We know it's a DK plot. We know people are in danger and likely in combat, right now. We know where it is. We know we can get there and help, be it for fighting, or using some healing magic for those still alive.
What good reason would we have to not intervene here?
besides, this is classic monster of the week reactive battling.
Rei is capable of using magic even when he is not transformed.

A rudiementary spell created by Rei as she first transformed. It is, in essence, flamethrower, if the flame thrower was plasma and the width of a fist.

I wonder what the people with the Ranma Quest is doing. Doesn't Kasumi think Dr. Tofu's reaction is silly to her? Not to mention she'd never actually expressed interest in him as far as I know.
They must be freaked out with Kasumi sending that letter to the radio show. They are probably debating if Ranma should get in contact with the Senshi again.
And since Meiko is one of Kimiko's Hero units from the first Kimiko Quest thing I wrote, the Kimiko-Negaquesters must equally be balls to the wall over the fact that they random encountered Usagi Tsukino

Honestly since in my head they've been focused on Southern Tokyo, it is entirely possible that other than hearing silly rumors, they may not *know* that Ranma is a thing, but now that Inuyasha popped up there would probably be people being all 'But what if....'
Well, Original!Zoisite was in a gay relationship with Kunzite, one of the other Shitennou. The DiC dub didn't like openly gay characters, and they were rather hamhanded about it. So they called Zoisite a girl and changed nothing else, basically.
They also infamously tried to make Sailors Uranus and Neptune "cousins." Which was just a mess because the animation and dialogue itself makes it very clear that they're lovers. And the DiC dubbers couldn't cut that out entirely because they're just too obviously affectionate during too much of their time on screen. So you end up with this pair of girls who are constantly talking about how they're cousins (dubbing over every line that's too overt about how they're in love)... and who are very obviously in love. The joke is that all they managed was to make Sailors Neptune and Uranus stop looking like regular lesbians and start looking like incestuous lesbians, and we're still making "cousin" jokes here and there in the thread nearly thirty years later.
So it looks like Lunaryon has included both and Zoisite is transgender here.
Well. I dunno. Just on the strength of what's portrayed, Zoisite could very well identify as male but like to crossdress, or have nonbinary gender identity that is not easily summed up as 'boy' or 'girl.' Silver Millennium characters in this quest seem to be pretty LBGT-friendly, so I don't think Endymion and Jadeite would both be calling Zoisite "he" most of the time if Zoisite had a definitively female gender identity.
Please no. The radio show has been languishing on our target list since the beginning of the Quest, with us failing to make any progress on it. It's a Youma plot from their first phase when they were recklessly draining people of as much Life Energy as possible with deadly results, and all of its victims, including our homeroom teacher, will have been lying comatose in the hospital for at least a month by the time next turn comes around.
I'm already worried that we've let innocent people unnecessarily die because we've put it off for as long as we have, so can we please stop putting it off on a vague chance of stretching out our Jadeite influence? We're already going to get multiple opportunities to run into him again, we don't need to mold our schedule and all our other responsibilities around him.
Because while I'm pretty sure the cops will manage to at least shut down the radio station, despite having obviously utterly failed to capture Jadeite themselves, that may or may not help the victims. We should still follow up on that. Hard.
We DID try during Turn 2 (Turn 1 was a partial turn without normal action economy, and this is Turn 4) to follow up on Midnight Radio. While I don't regret our 'failure' to follow up on it given how many other rather nasty youma plots we've had to deal with... yeah, I agree we should do what we can about it.
Alright, well this has been a pretty eventful turn, huh? There's still Makoto's own investigations but is there anything else going on? I can't wait to see what the next turn will bring, with a slumber party overseas, further Jadeite hunting, and getting ready to fully introduce our ever expanding team to the police, should be very interesting (also really hoping some time in the next little bit we get a chance to go with Inyuasha and Kagome back to the past and interact with some of their foes, that feels like it'd be fun).
