Isn't healing Naru kind of orthogonal to wether we take her along or not though? There's reasons to both take her or leave her here even when she's conscious; Conversely, there is very little reason to not heal her no matter which we go with.
Depends on how much she's healed. If consciousness is returned, then she could be left outside alone for example.

Magical Exhaustion is an injury that I think this spell will be able to heal. If Naru just regains consciousness, then we leave her outside on her own. If she is back to full, then she comes in to help the hostages while we fight.

I don't see any good reasons to bring Naru along when she's drained and combat is imminent.

Even if Naru isn't drained, I'm still curious what we're expecting from her. Actual magical combat against youma? The choice is to also leave behind the civilian priestess and policewoman, right?

While I'm definitely glad to get more of this story, the chapter felt a bit more unpolished than other chapters. There were several sections with odd word choices that made it hard to picture the scene. For example: "Regardless, spinning her through back around in a direction that is even the slightest bit helpful, Usagi knows that it would be far for the better if the two non-Senshi didn't get involved, but there is something about Rei that gives her the distinct feeling that leaving the girl alone would just end with the girl finding her own way into the battle." I honestly don't know what the bolded section is referring to. Is it saying Usagi finished spinning in place while looking at everybody. Or is it about how Usagi's meandering thoughts are getting back to the matter at hand? Either way it is very awkward.
Another example is this section: "Even as Inuyasha stands there, the clear of the blade near the hilt seems to fill with a deep red energy that flows like liquid inside of the blade." I assume that "the clear of the blade" is referring to the new crystal growth along the edge of the blade, but that is only from context as that phrase makes no sense taken on its own. Also I thought that crystal growth was only along the edge of the blade, but here and later on this talk of filling the blade with red energy makes it sound like the entire blade got turned into clear crystal.
Don't get me wrong, I still really enjoyed the chapter. There were just a few spots that weren't quite up to your normal standards.

Strange vines of dark steel grow across the hilt of the blade, as flowers formed of literal gems begin to bloom one by one along the back of the blade, before all at once multiple things happen.

The gem stone flowers contract, closing in on themselves to become Ten separate gems placed along the back of the blade. There, right at the edge of the hilt is a glimmering ruby, then the second gemstone is a glistening Emerald, followed by a shining diamond. After that comes a shiny Tigers eye and a a garnet, then a glittering yellow sapphire. After that is a Lapis Lazuli, a pale blue Amazonite, then a purple Amethyst, and finally a piece of black Tourmaline. That is only the back of the blade, while a clear, shimmering crystal grows out, across the edge of the blade. Even as Inuyasha stands there, the clear of the blade near the hilt seems to fill with a deep red energy that flows like liquid inside of the blade.
That is a lot of gems.
None of the name-gems of Beryl and the Shitennou?
 
If Usagi uses Lunar Healing Burst on Naru here, does that involve transforming into Sailor Moon in front of the police woman? I'm not concerned about Rei, but I'm not sure if we want to break our glamour /reveal our identity to the police woman right now.

Rei doesn't seem the type to back down from just about anything, and while Usagi doesn't know the Police Woman, for her to have magic strong enough that Inuyasha compared it to magic users of his own time...
