As for the amount of servitors, it's honestly not that overkill. The parks in between the outer sections of the palace are huge. Plenty of space for a few tribes of Leshy to live in, so I added more Living Topiaries, Kingfishers, some Dawnblooms and some Vigilant stuff. Also another 100 mindblanked undead, because those are always fantastic party presents for the infiltrator that relies too much on Divinations.

As far as I'm concerned, that's the final version and can be added.

I'm now imagining some mid-level Rogue working for some Essosi Magister trying to infiltrate the palace. Every time he passes by a painting or a statue, he feels watched. Every time he wants to slip through a door from the semi-public to the restricted areas, a guard appears out of nowhere. Then he starts noticing those weird, eye-shaped shadows everywhere. And all those tiny statuettes, kitchen utentils and other random clutter that has no logical reason for being there. Until he turns around fast enough one time to see a tiny little salt shaker walking in his direction.

So of course he bolts, but suddenly those things are everywhere and they are all moving. And the shadows are suddenly grinning at him. He starts running, trying to get out, but the doors suddenly don't open for him anymore and he needs to keep running before the row of literal porcelain ducklings following him can catch up. So he rounds a corner, nearly bowls over a decorative statue standing on a small pedestral. He barely manages to catch the halbert before it falls down and makes a ruckus and as he tries to lean it against the wall, the decorative armor takes it from his hand and politely says "Thank you." while a demonic red light starts spilling from it's visor.

There will be a slump first, it won't be the equivalent of the wild west because local Guilds will go ballistic and cause short term disruptions, which would be exploited by all manner of enemies.

What is likely is some economic protectionism and local councils pulling local influencers in different industries together into an economic council, and once people are assured they are organized enough to compete or even form new companies to pool resources together, we can unleash Essos upon it all and drive growth with competition.

That will take sometime since the Administration and Law scores of most Westeros is pitiful.

There will also be a spurt of GENIUS nobles trying to impose tolls over roads and waterways we built in their land beyond the realm of reason, which is easily curbed but is going to be a repetitive issue since you could always have cronies do it for deniability and when you get caught cut them loose as 'bandits'. The smart ones who try that may even work multiple steps removed from them and behind wards.

The not so minor hitch in that plan is that the moment a hard divination ward is encountered by someone doing follow-up investigations, the case goes straight to the Inquisition and you will suddenly have to deal with someone a wee bit more competent then the local men-at-arms playing detective.

What do ya'll think of Destructive Dispel for Lya's new feat?

It seems like a great choice for her, IMO. She does a lot of Dispelling, and now that she can cast 8th level Divine spells, her standard buffed Divine caster level while using Inspired Spell with her Bead of Karma is going to be at least 23rd when duplicating Chain Dispel. With Destructive Dispel, any time she successfully Dispels an enemy spell, they have to make a Fortitude save based on her spell DC, with failure Stunning them until the next round. Even if they succeed, they are still Sickened. It's not an amazing debuff, but it's not trivial, either.

That'll catch the dumb ones, but I think at least some of the people who try this will be clever enough to at least try the subtle anti-divination spells. At the level they'd be playing at stuff like false future and false vision would still be viable. If they can trick the initial investors into going somewhere else they could last for a decently long while before someone stronger than them has the bandwidth to handle their case.

I don't expect money to be an issue until at least the start of next year, but by that point we might have bought some breathing room to go and loot some other massive source of wealth from under someone's nose.

After a year we'll have Westeros wrangled and a decent taxation going, along with copious public works to increase productivity. We're gonna be fine.

... But we're still totally raiding the Efreeti. They're too rich.

Plan updated, with Lya's level up also finalized now that I've found a suitable feat for her.
@Goldfish, I'd like to suggest some changes to the rewards:
  • Give her a Heward's Handy Haversack. It's honestly one of the best quality of life items there is (only surpassed by sleep-reducers or by at-will Prestidigitation, but you already gave her those), and it'll go well with all the consumables you're giving her.
  • Remove Restorative Ointment and Traveler's Anytool. The first is a small amount of limited-use consumable that merely replicates what her prayer beads do. The second one is a bad fit for someone who isn't a skillmonkey adventurer (especially seeing as you just gave her better healing tools).
  • Change the speech a bit. Remember that we're an absolute monarch with a weird cult of personality going, so she'll likely take all that as orders. So remove "If she ever needs a place for someone of her prodigious skill, Viserys will be watching her with great interest", which is just going too far. I'd also mention that wherever she decides to settle will be lucky to have her. Right now she'll probably hear the speech and interpret it as an order to move to SD and learn magic right now, and I think that that's not quite what you meant.
Also, I love your arcane picks for Lya. Counterspelling magic is my jam, and seeing this thread embrace it (a lot more than most online D&D discussions!) makes me happy. I remember when I was pushing to take Divine Defiance way back in the thread... This is the caster-wrecking dream!
Good points all around. Restorative Ointment and Traveler's Anytool have been removed from her rewards and the wording of our offer to her adjusted.

Counterspelling and Dispelling have worked very well for us and I don't see that changing any time soon.
 
Half the fun of having a party full of casters is that whenever we fight a single enemy boss caster we can throw Counterspell actions at them until they're reduced to standing around waving uselessly and taking SoDs from our other three casters.
Obviously we do the Counterspelling as immediate actions instead of as standard readied actions, but the overall philosophy is the same.

Meanwhile half the fun of an all-psionics party is completely abusing Feat Leech and things like Metaconcert. Lya's latest spell (Sage's Spell Shift) is effectively letting us pull the exact same bullshit! And it combines well with our usual Metamagic Rod + Ancestral Awakening flavour of hyper-versatile metamagic-finding!
