Which is fair. Moon has a LOT of potential, which is easily represented by the massive boost in stats she can gain once she moves beyond all her negative traits, and trains a bit more thanks to her advisors/allies.

Naru sighs, slowly walking down the side of the street, the solid and familiar weight of Luna resting on her shoulder. The cat is normally quiet, but there is something different about her silence now, it was... heavier, thicker in a way that the girl didn't know how to put into words. Luna was still, her only movements the slightest twitch of her paws, like she wanted to kneed the girl's shirt, but was doing her best not to ruin it. "Is something wrong?" Naru asks quietly, and Luna starts, her claws popping out and digging into the girl's shoulder for a moment before she got them back under control.
"What? N-no." Luna answers, before going quiet again. " Maybe... I... I don't know." Her answer sounds much more honest this time around. "I... I think I have figured something out, but if I'm wrong then... Then it doesn't matter, and everything will be fine. But if I'm right..." Luna goes quiet again.
Then, she gives a long, deep sigh. "If I'm right, then... Things will change. Everything will change, and I don't know if I want that. But if I'm right and I don't say anything, then... Isn't that lying?" She rhetorically asks, before shaking her head. "I... I can't keep this secret, this is too important. But at the same time..." The cat goes quiet again... "I think I've found the Silver Princess." Luna finally says, a statement that causes Naru to slowly come to a stop, before looking around to try and find a nice quiet alley where she could speak with Luna more honestly, instead of having to keep constant watch to only speak when at a distance from other people.
"You think you've found the Silver Princess," Naru repeats, "The Person that the Senshi are supposed to protect above everyone else?"
"I... Yes." The cat admits.
"And you aren't wanting to tell them?" Naru continues prompting the cat, trying to figure out more of what Luna is thinking.
"If I tell her... Is she ready for the responsibilities? But is it right for me to keep it from her?" Luna asks, but it is clear from the way that the space cat is looking to the sky that she isn't seeking an answer from Naru, just trying to put her thoughts out there, so that she can organize them in a way that is outside of her head. More than that, Naru... Naru has a bit of a guess who the Silver Princess might be. Has had a little bit of a guess sitting in the back of her mind for the longest time... After all, there really are only two candidates among the people that Naru knows. Ami is the Princess of Mercury, Makoto is the Princess of Jupiter. Unless it is some random person on the street, that leaves a grand total of herself and Usagi.
It can't be her, She isn't the Princess, she knows that, all the way down to the depths of her heart, she knows that she was never a princess. That ugly flair of Jealous makes sure of it. With a sigh, the girl runs a hand through her red hair, before looking to the sky, easily able to spot the moon near the horizon of the slowly darkening sky. "I won't even guess at who it is." Naru says, "But I think she'd understand, however it is that you are talking about, the Princess of the Silver Millennium." She always forgives everyone around her after all. "But at the same time... Whether or not this Princess is ready for the responsibilities that are coming down towards her... Well, no matter who it is, she will have me and the Senshi at her side, able to help guide her and keep her from making any mistake too large to get past."
"I... Heh." The spacecat laughs, shaking her head. "You know, all of you keep surprising me with how wise you can be at times. Thanks for that."

Ikuko Tsukino sits in a quiet home, softly sighing to herself. Something in her home has changed, she doesn't know when, she doesn't know why, or even exactly how...
But the Tsukino Household is her domain, and for things to change in this place without her being able to put a solid finger on it deeply troubles the woman.
At first it seemed simple enough. Usagi's test scores were improving, her chores were getting done more often.
Then came the phone call, where Ikuko discovered that her daughter had nearly been attacked, and that another girl had helped her, and now her little Usagi was traveling half way across Tokyo in order to speak on the girl's behalf.
Why was Usagi there? Looking for a Dojo in order to learn self defense?
That sounds nothing like the slob of a girl who slept late every morning and could barely manage a passing grade if she threw her everything into it.
Yet that sounds exactly like the girl who seemed to be waking up each and every morning on time now, who was out most afternoons - Studying with friends and exploring the city and learning to defend herself.
Somehow her daughter had managed to find it in her to grow up over the course of a single month, to become... Ikuko looks down at the 65% marked English test sitting on the table in front of her. Her daughter wasn't yet the Diamond beneath the rough yet, but she was on her way. Here and there the dirt and the sloven habits were wearing away. Ikuko only wished that she was more of a part of why.
Even looking through her daughter's room failed to show anything for it.

Studying the books seems like a reasonable choice, and training Naru's magical awareness would make her generically more able to act as a scout, and also hopefully make it easier for her to avoid the youma plots she is a magnet for in canon.

Luna so far thinks it's "more than likely" that the Moon Princess has been found. She'll probably wait until she has 100% undeniable proof smacking her in the face before she'll finally fess up. I also can't see her just leaving Zoisite out there to operate freely, unless the Met has its own magic division that's comparable to--but more effective--than what the Tokyo MPD currently has.

One would think that looking for other Senshi can be dismissed, given the precious and limited number of actions. Following rumors about the shrine will recruit Sailor Mars, and as for Sailor Venus, well, someone has to try to keep the other Shitennou in check, though Venus and Artemis may not be best pleased if Luna keeps such crucial information from them. Regrettably, there is no action yet about freeing the Shitennou from their brainwashing. One supposes that regaining further memories of the Silver Millennium along with Moon researching greater and greater healing spells combined may eventually be enough to open such options.
Speaking of which, Moon should take responsibility and try to clear Jupiter's confusion. It may even help her begin remembering the Silver Millennium more clearly.
As for Ikuko, freeing Shingo from the pet youma plot should be enough to alleviate at least some of her morose condition. Otherwise, while there might be a spark of compunction, allowing Ikuko an extra search roll is not worth the danger. If she ever does learn, it needs to be on the Senshi's terms. As it is, knowing about the Sailor Senshi is only going to put her in greater danger than she otherwise would be.
Yes, Moon needs to at least do her homework, along with researching more spells, preferably for healing, purification, and breaking mind control. Finding a gym or at least training in her transformed state should also help with diligence, one would hope. The sooner the sin of sloth is purged from Moon, the better.

2) Finding a gym that isn't evil will probably be a good idea, but hanging out with Makoto right now gives her moral support when she badly needs it, and synergizes with both 'unconfuse' and with Makoto's personal action.
3) Stewardship... well, self-explanatory choices.
4) Searching for more youma plots is good. Searching for, well, Rei at this point, can't hurt and synergizes with some of our other actions.
5) Studying with Ami may involve picking up some medicine, and makes it more likely Ami will be, y'know, around to help us out if something unexpected happens.
6) Logging the artifacts is important, especially given some of the reveals from later in the season. Naru will be better at scouting and magic if she can detect it. Ami is likely to make strides on the bracelets. Makoto can, by searching, cover an area very different from the rest of us, which may turn up useful results.
Overall, this has us specifically seek out two more youma plots, take every action we can find related to chasing down Sailor Mars, and hopefully get the Disguise Pen working. Also something nice for Luna though with that action combination there's a risk that we'll accidentally buy the bed and things from the youma pet store and they'll be all demonic and icky.

I suspect there is some nonzero chance of going after the shrine rumor without recruiting Sailor Mars immediately. Note that we took multiple "search for other Senshi" actions to get Ami as readily as we did.
Likely. Moon Tiara Stardust isn't powerful enough- it focuses on area effect over individual target impact.
I dunno one way or the other; I want to err on the side of being good to family members.
I'm not sure which actions specifically impact the Lazy trait, honestly.
I'd like to tackle the radio show, but I'd rather follow up on some of the known plots, and hopefully get Sailor Mars on-side. One thing I think you may be forgetting is that the police are rolling enough to get close to the bus plot... and if they look into it there are likely to be a bunch of casualties.

1, I would prefer she study her new Elysium book to look into her own brand of magic, but her awareness is also a good thing to Train, so I can support this.
