If it was Limbo, we'd be thinking "at least it's not the Feywild" and that's the straight up facts.

Which is why no one is ever fleeing into Limbo. It's Feywild this! Feywild that! OOOOH BOY, LET'S GO PULL US A RUNNER INTO THE FEYWILD!

The reason the Maester thinks he can go through the Feywild may have something to do with the fact that the major powers in this part of it just got nuked.
 
@DragonParadox, what kinds of things would they want in exchange for fealty? The biggest thing on our end is they follow imperial law, but aside from that we don't particularly care what they do. They want to join the government? Great. They want to live as regular citizens with no true responsibility? Also fine. Just follow the law.

These are the kind of easily bored reprobates who need to be turned actively to productive ends. Else they'll just go back to it.
