@Goldfish, if they want to be citizens, they shouldn't get combat forms. Offer them low-powered Leshy instead.
I'm not completely opposed to that, but I was hoping for something a bit more substantial for these little guys. What I have in my plan are all useful forms, somewhat powerful in their own way but nothing significant or particularly dangerous. They could easily join up with the military, Inquisition, Lawmen, etc. and immediately have a solid role to fill.

But they apparently don't want that or they wouldn't specifically mention that they don't want to offer us fealty. Thus, giving them combat forms just means we are creating potential mercenaries and other troublemakers. Which, I might add, might lead to people hiring them to smear us.

If they want to be civilians, then they should get civilian bodies.

So, talking about buffs and the like, that made me wonder...

If we fully buffed, is there something that could resist our Distracting Taunt skill trick?

Might as well just add this to your vote to make it easier, and to let me vote for you.

Giving them animal forms seems cruel. They should at the very least have opposable thumbs! Why not make them humanoids of some sort?

This is a useful bit of information to know. Where there's one group of bottom feeders like this there almost have to be more. If they end up providing anything useful past the creature they get reborn as then we could send our fey our recruiting in this area.

"you don't have to be the fey version of a quasit anymore" is an amazing bargaining position.

[X] On the one hand, you're more than willing to let them pick their choice of some animal body, basic as can be and without added templates, probably a touch less magical than most of the servitors you make use of.
-[X] On the other hand, while not impossible, it's a tad harder to be economically productive citizens with no hands.
