If we just plainly give everyone a right to Divinations in a legal context, that just means the House of Mirrors will be permanently clogged by legal Divinations. There would be no reason no to challenge every scrap of evidence by Divination, which just makes everything more lopsided in favor of the rich by virtue of dragging out even the simplest of cases.
Maybe make it so the loser of such a case is the one paying for the divination, of course with them being asked, if they want to risk having to pay for divination, or want to drop the case/admit that the other side has won the case, before the divination is performed.

This is of course only for cases where one side request divination, as opposed to cases where the state decide divination is necessary.

But it make it so frivolous divinations cost you, but you can still request a divination if you're sure you're in the right, and as it will be the other side paying if you're indeed right, you don't have to worry about your finances, so long as you're sure you're right.

This is in part since there are not always clear winners in civil cases, and to keep the door open for the judge to split the costs, depending on exact circumstances.

Yeah but it's also relevant for the rich, in that they can't avoid the poor using divination to sue them, by driving the price up.

Being able to saddle the loser with the cost of the case, mean if a poor person has a good case, a rich person can't easily squash it though superior financing.

Not what I meant. My point was that the rich already have access to Divination for their court cases anyway and that any ruling to widen access to Divination would benefit solely the poor.

The modifications are likely to lead to some greater strain on the House of Mirrors so you send out fifty pairs of psionic object reading gloves to be used in court cases. It certainly will not suffice for every court, but if you could find some way to ferry them around as required... thankfully there is one other person you can speak to on that matter, though she is likely to be less cheerful about it than the Voice.

If they had not thrown it away you guys could have tracked it. It is possible to scry and divine objects, even something as commonplace as a coin. You would just need to track down someone to handled said coins and invest them with powers of divination. This way they left no tracks, or rather they left tracks that lead to a death trap 'have a swim in Primordial Evil'

I'm tempted to just planeshift a few Wildfyre bombs after the chests.

Also, this was likely not some random Tanar'ri, but one of Tiamats. Destroying someones hoard is more her style.
 
Why though?
We can't even assume that the demons dropped that coin on their own layer of the Abyss after all.
We might be nuking their rivals and make another Demonlord our foe, just for fun.

First recover the coins, then track the true culprit through divination?

I mean, if they engage in pranks we can always escalate, but on our free time.
