Its actually EASIER to diplomacy with a dragon when there is a large and clear gap in power. Heizui was a problem because we were so close in power at the time, and that is sending all kinds of threatening/challenging flags to him

I'm just more interested in this than in whatever quest or payment the big lizard is going to demand to let us pass.

  2. MoSS and the general thrust of becoming an accomplished spirit mediator means getting exposed to many different alien mindsets and being able to understand and negotiate all the same (see also: the theme of this diomatic arc).

With the exception of Dan, we're better equipped for the forest than for the Dragon, and where we're positioned to have a good chance of good things happening in the forest, I'm not prepared to bet on what a dragon's goodwill might look like.
Also, I support Blacknote's meta reasons.
As a partial note against this, however, note that the underworld journey might serve as a 'diplo miniboss stage'
