-[X] Give them 20,000 IM in aid and assign a Lyre of Building there next month. This includes a small team of city planners and architects to help the planning. The expanded budget and the Lyre will be used to build a harbor, proper bridges and roads connecting the new city to the nearest highways and of course a sanitation system that is up to Imperial standards. All of this should greatly help the city to attract more settlers.
-[X] Furthermore, record the efforts there for the Imperial Times and Mirrorvision newsreel, putting weight on this being a communal effort by Imperial citizens, made possible and aided by the enlightened rule of Viserys Targaryen and the institutions he created. Frame the event as formerly oppressed and terrorized people looking for a brighter future by building a new society on empty land.

Three years ago this was bandit country, herders slept with one eye open and a strung bow at their side, every day was a struggle not to get killed by some bastard who would rather take from honest folk than do the job himself, or worse get yoked and sold in the markets down south as a slave right alongside their stock. These days the Emperor's road runs through these parts and the Emperor's peace on it right alongside the royal couriers. The sound of a horse, sounding unrealistically cheerful to be one of the hard working steeds of the post, could be heard from off-mirror...

Inquisitorial agents from Ghoyan Drohe and Golden Fields had come afoul of Lord Manderly's customs' officers in White Harbor while playing the part of traders from the east. The charges of smuggling arcane items into White Harbor would normally be enough to land a handful of them in the Wolf's Den, but the old lord is no fool, nor is he blind to which way the wind is blowing. Rather than having the false merchants thrown in chains he had politely seen all those involved to the docks and out of the city after they had paid their fines.
Establish Inquisition Base in White Harbor (9/10) -> Critical Failure
The question now is if you should temporarily withdraw all other assets from White Harbor and try again from another angle, or trust that the Inquisition's compartmentalization will keep Lord Manderly from finding any more of your agents. Alternatively you could send an envoy to the city to help smooth things over.

OOC: A crit fail is not how I was expecting to segue this into Westeros, but here we are. As crit fails go it was not the worst, your inquisitors were only caught smuggling. Also news-reflection because of course you guys do not use reels of film.

The man is probably a bit spooked by finding Inquisition smugglers in his city.

According to Bloodraven, who has been sporadically listening in on his councils Manderly still sees himself as a Stark loyalist above all other things, but he is shifting towards the view that fighting Viserys alongside Robert would be terrible for House Stark as much as the rest of the North so he might be convinced to help save them from themselves if Eddard does something unwise.
Don't expect him to raise his banners against House Stark, but dragging his feet and hoping Robert is dealt with before any conflict can come to the north seems ever more likely.

I love the use of "reflection" here. Fits so well as a natural addition to the common Imperial vernacular.

Maybe include that we send agents far and wide to help us keep a finger on the pulse of the world, so to speak, in order to learn when we must intervene to prevent disaster? As we did here in White Harbor, more than once.

Manderly was one of those people who got uppity when we were implying that he could not protect his own fief on his own. So he either reaches the conclusion that the Inquisition will help him on his own, or he will consider it a fallback plan of ours in case the Starks do something terminally idiotic. Both works.
It's two months until go-time, so it's not as if he can do much that would be inconvenient for us. Especially not with further airforce assets coming online before then, rendering the fleet of Whiteharbor irrelevant.

In fairness he did get over it. He's the one who reached out to us when his minion mage got sick with some undeath plague and that Void Reaper thing was squatting in his sept.
Offended isn't the same as terminally stupid. I think after asking some pointed questions about the Horned Devil that popped up in his city, he realized he was out of his depth and you couldn't equivocate "putting down bandits" or "fighting off rival nobles" with "facing down the forces of hell, steel in hand" because the forces of Hell would just crush your entire army single handed and then tear down your Keep and salt the earth afterwards.
People can exercise critical thinking, even in Westeros. Who'dathunkit?
