I felt like we have a bunch of phys. avoid passives from other arts? Am I wrong? I see your point about wanting +90 for phys avoid but you say eventually...whats the rush on that exactly? isn't it more important to have our comm/perception art to be focused on that?
The ones I outline are the only ones there are.

There's no rush, +90 is a long-term goal for end-of-sect. Currently though, we're at +48 p.avoid, +78 sp.avoid, +45/40 c/s perception.

There is, however, no benefit to have more than +40 s.perception (aka +10 on HDW) since that's the cutoff between A and B while at manip A+empathy C;
  1. We're uncapping empathy soon (it's been at cap for 3 turns including this one), at which point we'll be at A20 with current passives.
  2. HDW is in our combat loadout fulfilling the role of combat perception and soon battlefield comms. Our actual social arts have their own passives. We'll be getting a bit more from MoSS which is in the same loadout.
  3. By the time we get manip S (like turn 15) our actual social arts should easily have the extra 10 passives needed for effective-S social perception.

I really dislike having 20 social perception on this art. Even assuming the passives won't influence the techs available (and they might, given the passive vote is at the same time as meridian vote), this is a art we are designing for pure combat, not one we'll ever have equipped for social times. It should reflect that.

Having 20 social perception imo really ruins the narrative of the art.

Basically, it still keeps 1 heart because I am unsure if it's possible to have our allies talk to each others through comms without it. Talking to each should be possible either way, but having "multi way" talk is likely to require an heart. This is more expensive for us, but I think much better. It also means that the techs could give some enhancements when we are having comms up as a 'bonus'.
Your plan "Purposeful Design with Bling" has 6 meridians total instead of 5. Like this you'd be adding another meridian. Is this what you intended or accidental?

Since this is supposed to be a communication art it only makes sense to include a social perception component, how else would you be able to perceive the communication? And since that's all we're going for building a focused art would make for good experience, I think.

Out of the plans proposed so far, I think I prefer this one.

Any D rank techs would be useless at this point. We're at Green 4 and even a Green 1 or 2 could counter or shrug off a D rank tech easily. They're low level techs that we've left behind as we progress in cultivation.

I think having physical avoid makes sense with what we're doing with the art, that is, making it more about connecting with/through and feeling/hearing the wind.

Mmm, I'm still leery of having no heart meridians here. I have the same concerns as @Arkeus that the heart meridian could actually be quite significant in terms of the workings of the comm tech in terms of connecting everyone and coordination etc.

Like it might be fine, but 🤷‍♂️
