Here's what I've got so far, I think this accounts for as many variables and means of detection as possible. Superior Invisibility for blanket stealth, Greater Hide from Undead as an extra layer between True Seeing and discovery, and sending Teana's Shadow-Traces rather than any of our other people, since they are created from non-living shadow matter from the Plane of Shadows to avoid possible detection via Lifesense.

With Wind Walk, all three of the Shadow-Traces can crisscross the city multiple times before their spells elapse, relaying everything they see through Teana, and one of them can use the Imbued spells to attempt to learn anything of value that Ears of the City might pick up.

Of course, this will all be moot if the Divinations determine that it would be better to simply approach the city as we did in Sathar.

[X] Perform a series of divinations, using Divination and Augury spells augmented by Dragonbone Divinations Sticks and the Hallucinogenic Smoke spell for maximum effect, to determine the likely response should we approach Mardosh directly as a prospective ally, accompanied as we are by a diplomat from Sathar.

Viserys will place a Superior Invisibility spell on each of Teana's three Shadow-Trace duplicates using spell scrolls and Greater Hide from Undead using Wild Arcana (DC 27 Will save to bypass). Tyene will cast Wind Walk on them.
--[X] One of the Shadow-Traces will be Imbued with Ears of the City and Divine Insight spells by Dany, and an Air of Nobility spell will be cast on it by Teana. Before its Superior Invisibility spell can elapse, it will attempt to find a location within the city to hunker down and activate its Ears of the City spell, along with Divine Insight to further boost its Diplomacy check, on the off chance that some of the Undead inhabitants are interacting with one another enough to make the spell useful.
--[X] Obscured by the Superior Invisibility and Greater Hide from Undead spells, and capable of flying at up to 60 mph thanks to Wind Walk, the three Shadow-Traces will overfly the city while carefully maintaining enough altitude to avoid being spotted by watchers blessed with True Seeing (120 feet). They will remain in mental contact with Teana, relaying anything of interest which they see and accepting instructions from us through her.
---[X] We will be primarily seeking out unusual concentrations of Undead and important locations which might be centers of government, to use the term loosely, temples, etc.

So how would y'all like to approach our infiltration? How many people? Any spell ideas for an effective infiltration?

Let's assume in regular intervals there's someone with access to True Sight. Even if that's not true, let's also plan and account for Tracking by Scent. One thing to keep in mind is that we're going to be the only things smelling like not-dead people. We can either use a spell to fake dead-people status, thus masking our scent by just blending in (which could help with a disguise route) or we could just eliminate our scent entirely.

So we can have highest grade invisibility active, and keep within expected maximum distance from others by using tracking spells (like the one we used in Sunspear) to keep track of where every other being is, and we can use stuff like Xorn Movement to gain further movement options. We can generally assume that since anyone who sticks out will stick out due to behavioral differences from whoever is looking for infiltrators, that they will focus on the air. So I expect we will see detection net set up on roof tops, from windows, and on the street level. But it's impossible to get maximum coverage, so alleys and side streets are best, and for crossing major roads and clear sightline areas like plazas and squares we should go underground.
