After looking over the numbers on Naathi immigration you sign off on the university. The Island will never be among the most populous of your provinces, but it should reach a respectable population in a few years. Thanks in no small part to the difficulty of clearing the jungle much of that population will remain tightly packed around existing settlements. A fair enough place to set down an university and they shall never lack for samples of either flora or fauna.
Efforts to improve schooling for your citizens continue all along the eastern frontier as much as the south, with Balon Swann proving he can do more in his lands than serve as a bulwark of iron while Ser Jon Redfort completes his works on the sanitation system in his county without any further trouble. Both lords are you suspect leaning rather heavily on experts in those fields, but that is very much the system working as intended. A lord is not supposed to do everything, a lesson you had some trouble learning you will grant, but you got there eventually.
The last two reports for the day, likely sorted together by some new clerk who thinks Andalos and 'the Lands of the Andals' form together, are two pieces of news, one expected and the other very much not. There is now an inquisition presence among the Seven Hills, nothing too strong for it is considered a quiet posting simply because of the lack of people as well as the goodwill gained by helping to build up septs.
That is, alas, as far as the good news goes. Inquisition attempts to infiltrate and subvert the Goldcloaks have been plagued with failures and delays. The Lannisters are apparently wise enough to keep a careful arcane eye on the people who make up the majority of King's Landing's soldiers under arms, having perhaps long expected the tactics. Fortunately no one had been traced back to Chataya's brothel or any of the other major Inquisition assets in the city, but a lot of minor safehouses had to be burned and many agents had to flee for their lives. The lucky ones made it while others were caught and eventually hung as spies, a feeble supposed victory of the Usurper over you.

The worst part of the whole business is that it seems to have woken the Usurper from his cups at least enough to slur something that might upon other lips be counted a good idea, the reformation of the Goldcloaks into simply being peacekeepers and the raising of a proper garrison for the city under royal colors. Bloodraven is reasonably certain he can make the case as Varys against the change, but unlike in other instances you cannot simply use Pycelle to make the proposal with the Spider chimming in support. The idea has the full support of Tywin Lannister which means that to counter it publicly would give away the fact that the Grandmaester is no longer his creature. So the question that now hangs in the balance is is this change worth 'Varys' being uncharacteristically vocal, perhaps enough to draw suspicion as to his loyalties, or should you simply let the project go ahead?

They are being reformed with less funding but also fewer duties. Their job will now be to deal with crime and internal unrest not stand on the walls of the capital.

On a serious note, even if we don't oppose Roberts reform efforts, this could be an opportunity. Being moved off the wall and forced to actually resolve dispute is probably going to ruffle a few feathers. Not to mention the funding cut.
Could we sow discord between the the Goldcloaks, this new Royal Garrison, and Robert himself? Spread malicious rumors about each party, play them off each other, build tension between officers in each institution, etc. Turn all the difficulty we have been having subverting the Goldcloaks back against Robert.
