@DragonParadox, how much does the average slave in Essos cost? And about how many of them are in Norvos?

The average slave which is to say a healthy slave used for agricultural labor costs about 50 IM. there are millions of slaves in Norvos and its hinterlands and very many people who simply will not sell because their businesses and livelihoods depend on it and the slave markets are not what they used to be thanks directly to Viserys.

Okay, let's not go crazy. Remember that we have made exactly zero preparations for taking this city, and it's chasing up to be a real pain in the ass to control after we did. Even if we do want to invade we shouldn't just say that to their faces. Giving them that kind of advantage is buying into our own hype in the worst way possible.

We should pick things that let us get our claws into the city to prepare the way for invasion if that's what we really want to do. Either the trade company thing or asking that they allow priests from our other faiths to come here. Hell, we could encourage the seven worshipers to try their luck here under our protection and underline why we need secular governmental policies.
Edit: we could also make them pay weregild to the dead traders, and publicly apologize for the wrongdoings of his faithful. Then we'll have established precedent that he can be held accountable for things done by the BG's faithful, and use the next time any one of them does something objectionable as a justification to invade when we're good and ready.

They do not really have crucial industries the way a moderns state does. The biggest money maker for export would probably be cattle and sheep herding.

What if we demand they let us trade at the same tax rate as local steel producers and workers, then dump cheap metal until we've driven everyone else out of business?
 
Rather than asking for trade concessions or demanding better treatment for Burny worshipers, I think we should just try to stir the pot a bit. We don't need their money and we have no good way to enforce better treatment of R'hllorists. Pitting two factions of the their faith against one another, however, has the potential for diminishing their strength and unity before the inevitable conflict between Norvos and the Imperium. I don't actually expect the Voice to be able to rein in the warmongers, if he even wants to, so we should expect more attacks instigated by the Beardies.

Thankfully the assassin stops just shy of giving herself away, her mouth snapping closed before anyone in attendance can notice her.

"Meet us at the Fountain of the Dancing Goat at noon," your familiar adds in a more normal tone as you set the goblet down to the audience of less than pleased Norvoshi priests, but none the wiser about the attempted assassination which is all you needed.

So we move in, bringing the inquisition with us, and establish offices Th at will slowly take control of a critical military industry. In the mean time, we provide protection and maybe small places of worship for local R'hllorists. They're already punishing them for the perception that we're doing this, but as we're proving here they will balk at directly challenging us directly. We can provide implicit protection by just being there looking over Norvos' proverbial shoulder.

I think an implied but non-specific threat is better here than something more blatant. We've already conquered or annexed the majority of western Essos and our ships basically control the Narrow Sea. It's common knowledge that we have multiple Dragons, armies, and deadly mages. By leaving the threat unsaid, we could be talking about a military invasion, a complete blockade of their port, teams of mages striking at targets within the city, Dragons setting the city aflame, etc. They have to worry about all of them equally, so that should contribute to the tension and urgency to get their shit under control.

A personal visit from Viserys and a conversation on consequences is sort of like having a head of state pull up to another nations capitol with a nuclear missile in their motorcade. Being verbally explicit isn't nearly as threatening as just being there.

I do think we should try to get our hooks into the city using this, but the political turmoil of telling beard!pope to start a civil war is probably good enough for softening them up. It's not even that unreasonable to ask him to stop sanctioning the people who are attacking our citizens, so we get to make him eat crow twice and set part of his organization on fire.
