Not explicitly, but we're only paying for one day of the official celebrations (which is going to be crazily well-funded).

I imagine the entire week will be taken up by independent lead-up celebrations in most major cities.
 
Nine-ish months from now, a wave of so-called Empire Babies will be born thanks to the nine day long celebration currently underway.

And that's with Night Tea being widely available.
 
With contraception being even less widely available as it is in reality... this is accurate.
 
I think we did festivities from the 1st to the 9th last year too, so I don't see why we can't make that a regular thing.

Viserys is like a combination of Viserys I and Viserys II when it comes to party etiquette... always throwing wild parties, hardly ever there to participate in them because he's too busy working.

He's a vicarious celebrant. :V

Why would we have precisely 20 children? We will have however many children we or Lya want, I doubt it will be precisely 20, and we are certainly not having them all at once, so some upjumped fiends, can scatter them all across the planes.
