It would be fair to assume their leader is high CR, as in 20+, by sheer dint of the fact only some extremely powerful leaders could hide a large scale rebellion when it actively mind probes EVERYONE networked to it constantly.
I'm expecting an Aboleth with a bunch of class levels to be the rebel leader, but it could be a high level Ulitharid trying to become an Elder Brain, too.

So as far as goes for our meeting with these guys:

1) Ideally we want more than non-aggression pacts with them, but a military alliance might be reaching right off the bat. Cooperating against our mutual foe a few times would be a good start.

2) We would like to trade information and intelligence toward the same purpose.

3) Talking shop maybe, but we should probably strengthen our relations before actually trading stuff. But yes, if we can work together then trading knowledge would be nice.

4) Start obviating the need to raid for cattle by providing alternative, "guilt(less) free", food sources. This is more toward our mutual benefit since eventually we are going to be offering protection to all of Westeros and thus would seriously strain our relationship if we cut them off entirely.

5) Once all of the other four steps are complete, the end goal would of course be integration to some extent. Creation of a peaceful polity of aberrations would form an alternative to "still insane but not actively malevolent" ones who we couldn't ordinarily negotiate with but whom could be directed towards these guys since they seem more likely to keep them under control.

[X] Plan Trust Building
-[X] Offer to share knowledge about the bases of the loyalist Illithid and inform them about the locations where you have set up Anti-Illithid defenses. No details on what those defenses are and make it clear that if they get caught, they will be killed, last but not least because we couldn't reliably ID them, but you are offering a fair chance to avoid them to prevent further collateral damage incidents such as Volmark.
-[X] You are furthermore mainly interested in knowledge. About their operation, their goals, psionics and fleshcrafting mostly. If they are willing to offer any of that, you will hear out what they expect in return.
-[X] Things you are willing to agree to in turn:
--[X] Payment in raw materials or planar currency.
--[X] Some lore in return (non-sensitive only, nothing with military applications).
--[X] Rings of sustenance to eliminate the need of their members to feed on sentient humanoids, which would make further cooperation more palatable to you and their logistics much easier. You are also interested in creating a mass producible food substitute for Illithidae that has all the flavor and none of the murder of the genuine article, though that is mostly an idle thought at this point due to the lack of detailed knowledge on the Illithid biology. (Hint Hint, Nudge Nudge)
-[X] You are also open to lend disposable and deniable assets for attacks on loyalist Illithid, though this is most likely not in any way interesting for them right now.
-[X] After the first round of haggling is done, see where you stand with each other and ponder if additional questions might be in the cards right now.

I would greatly prefer something more direct, such as blatantly taking over their operation and assimilating the whole bunch as usual, but this will have to do for now. Some limited good faith dealing with the understanding that nobody trusts the other enough to sell a dagger, then we will see.

I think we should try to limit ourselves to gathering information during this meeting. We could simply ask for a basic rundown of internal Deep One politics, the rebels goals, and perhaps how to separate them from the main faction, with the understanding that the more they tell us the less likely we are to interfere with their operations thinking them to be the work of the main faction.

We can try for more on subsequent meetings.

We can always loot this one, put it into the woodchipper and have our most beloved maniacs figure out how to make more of it from the mulch.
Not a good way to establish a working relationship with the rebel faction. We're probably going to come across more of them in anti-Deep One operations later on.

@Crake,
1) how many more Reach Lords do we have to handle after the illithid-shite is settled? Can those be backgrounded by now?
2) do you have a list for the next month's handling already?
3) any objections to the month-list?

As an unrelated note, I'm kinda sad the Shadow!Tor didn't get a chance to shank a Shadow Dragon during the attack on GC.

And pumping him full of soul-energy via an RA would feel... really cheap, tbh.

@Azel, of the Seeker variants (Living Loot -> Gogossos forge), assuming the RA for making more is completed, which ones will we want ordered immediately?

@TalonofAnathrax, we are on a "every month get some mages" system nowadays, yes?
How does the Magewright training (as we are doing student exchange with Shaitan) work in the system?

G'night all.

[] A task-group dedicated to managing the situation in Slavers' Bay.
--- Amrelath, Garin, Tyene, Malarys, Zherys, Waymar, Teana, Mereth (give her a Mindblank for the duration of taking part), 2 Mind Dragons, 1 Harbinger, Morwyn & Tuin - the drow assassins, Benerro (level 15+ cleric), Lady Saenena, 1x Umbral Stalker, Nuri, Aradia the Huntress, Azema, Yrael, Chun Ting Lo (Monk 9), Ser Criston Storm (Human Paragon 3/Fighter 5/Occult Slayer 1), Ceria "Storm" (Favored Soul 8/Sacred Exorcist 1), 1x Asura Upasunda (CR 9), 4x Asura Vayphaks (CR 5),
Benerro and Zherys, as you've probably already been told, are not ideal for pulling out of their duties for anything but a combat action, or something that they could reasonably finish within a week or two, with that being a bit of a stretch already.

[] The Curse of Brightbarrow: "Brightgallow near Three Towers, the seat of House Costayne in the Reach, is the site of some sort of powerful transformative curse theorized to be caused by wishcraft gone awry. Most of the villagers were put to the sword following instances of banditry and cannibalism, but there is an indication that Garth 'The Gallant', a fey-sworn knight, has preserved the lives of the youngest inhabitants who were them taken to Greyshield in secret. Investigate the site in search of whatever artifact had worked the initial transformation.
(Opposition: ??; Rewards: ??)
---- Xor, Shara the Inquisitor, Valaena Velaryon, Vrath the Serpentfolk Hexblade (Hexblade 7? @Goldfish?), 1 Yssian Guardian Naga (CR 10), Mercy of the Soul, Kennos of Kayce (Fighter 3/Paladin 7), 3 Erynies

Give Kennos to Hermetia as an escort along with a Mind Dragon, as well as her two Fury escorts and a pair of Umbral Spies(?). Here:

[] Waves of Intrigue: Hermetia has held serious reservations about spending long periods of time on administrative matters and the duplicitous ways of Lyseni nobility. Vialesk holds myriad opportunities, both for adventure in relatively civilized and safe environs which still requires a light touch by someone trusted to carry out your will there. Her main focus will be to further investigate the activities of the Deep Ones as they try to gain a foothold over the governing council of Vialesk, to deepen official ties between us and the city and give us a stronger hand in negotiations, develop trade contacts between us and local trade magnates in preparations for expansion of our trade network there, and finally to entice mercenary forces, artificers and enchanters or mages to join us for the Imperium's economic, military and industrial benefit.
---- Hermetia, Kennos of Kayce, 2x Furies, 2x Umbral Spies

[] Diplomancing more of Westeros: I've not a fucking clue, let @Crake be the judgeth who, where and wat.
---- Rhaella, The Seeker, Kira Windgraced, 3 Erynies (bodyguard duties of the diplomancers for the length of the action)
Give her a Mind Dragon.

Also append one Mind Dragon to Maelor and the CoB crew. We've got ten to assign next turn.

[] A Smoke of Many Colors: Ibbenise sailors have been hunted by a mysterious cloud of smoke from which none return a while now – but it still being out there does not bode well for anyone – whatever it is. Look into the matter, and deal with the danger. (Opposition: ??; Rewards: ??)
-- We should ensure that's not Illithids first, but after that, we have a veritable fleet's worth of power to assign to dealing with this.
---- Asha Greyjoy, Theon Greyjoy, Lothos Saan (Swashbuckler 3/Rogue 3/Scarlet Corsair 3), Grazdan the Grim (Fighter 6/Legendary Captain 2), 1 Yssian Guardian Naga, 1 Mind Dragon, 5 Heralds, Nirah - Champion of Yss - the Voice of the Timeless One (CR 20), Diana the Sea Sprite, Nettles - rider of the Sheepstealer, 5 Erynies.

Diana is captain of the Queen Rhaella, so no. Also, I hesitate to bother with this next month. The characters distributed here are extremely lopsided in combat ability. Either dedicated multiple Companions to this action and pull back some of the minor assets who aren't ultimately disposable like the Heralds, or don't bother.

[] A task-group dedicated to continued action against the efreeti in Plane of Fire
---- Siduri of Dis, Yurten, @Azel's battle-group of the Undead,
Reassign Amrelath to this along with another Mind Dragon.

***

I didn't add it into the spreadsheet yet. Remind me how it works IC again?

Magewrights Training will begin on the First Month of Next Year (Tier 2 Spell Casting Class equivalent to Adepts and Hedge Mages)
They have the same training capacity as Adepts and Hedge Mages, at the same ratio and number of aspirant trained because it is a REALLY easy entry-class, swallowing up all the mundane Low Magic practitioners who aren't magical enough to gain a better spellcasting class but are intelligent or skilled enough with crafting to gain it.

It was noted in the update's fluff that this class allows for a greater amount of magic in a major city's economy by adding another substrata of skilled experts to call upon for minor things.

I like Azel's plan, but I think we can be a little more direct in how we present it. The Separatist Illithidae are essentially are foreign nation, one we actually share a border with. Thoughts?

[X] Plan for Integration
-[X] "To think that we who are so alien in nature could have so much in common. I have lost track of how often either I, or an intermediary speaking in my name, have opened negotiations with little trust between myself and the one to whom I spoke. Yet, from these first hesitant bargains, an empire was forged. Three times before have I struck such bargains with denizens of the Far Realm in good faith, and from those meetings I count fair transactions, an honest ally, and truest friend, respectively. Because of these experiences I know that if the interest of our peoples are to remain inimical, that will be a path we have chosen to walk rather than one forced upon us by our divergent natures.
-[X] "As King, I have a duty to my people. I will see them protected from predation, but I know my reach is currently limited. Therefore, I seek an alliance against a common foe."
-[X] Terms and conditions (the Separatists can pick as many as they will agree to):
--[X] Non-aggression pact. The Separatists will not raid any land's under the Imperium's protection. In return, the Imperium will not actively seek out and destroy any Separatist holdings. Frame this as extending the terms of the treaty we have with the Loyalists to the Separatist, though we would not allow them to tear the spirit of the agreement to tatters as the Loyalists have done.
--[X] Ethical food sources. Requires the acceptance of a non-aggression pact. Separatists agree to limit their feeding on thinking beings in lands outside of Imperial protection to what is strictly necessary. We'd work towards providing Rings of Sustenance to eliminate that necessity. We also would work to develop alternate forms of nutrition as we know a demand to "never eat naturally again" will break down in the long run.
--[X] Intelligence sharing agreement. Requires both non-aggression pact and ethical food sources. We would begin sharing information about Loyalist operations with an eye towards stymying their efforts.
--[X] Lore sharing agreement. Requires both non-aggression pact and ethical food sources. We would begin offering the trade of mystic lore, negotiated on a case-by-case basis. We are particularly interested in psionics and fleshcraft, and can offer lore, currency, or resources in exchange.
--[X] Joint military operations. Requires non-aggression pact, ethical food sources, and military intelligence. We would begin organizing joint military operations against the Loyalists. This would primarily take the form of them provided intelligence that we could choose to act on without their direct involvement, us providing non-sentient creatures as reinforcement for any raids they may conduct, and collaboration on mystic rituals as necessary.
--[X] Official recognition. If the Separatists agree to all the above, and relationships work out in the long term, the Imperium will officially recognize the Separatists as allies. However, this would require the Separatists outright cease hostility against civilians, even those outside the Imperium's protection, once we find a solution to their nutritional demands.
-[X] If the Separatists agree to at least the non-aggression pact and will consider more, request that they appoint a diplomatic liaison to the Imperium. The liaison(s) would be given a Ring of Sustenance while it remains in the Imperium. Be upfront about keeping them under careful watch, but we would otherwise presume good faith. If negotiations break down for reasons other than the liaison abusing their access to the Imperium, we will allow the liaison to depart in peace. We will swear this before Yss, if they do not trust our word.
