Even if it fails, which seems likely, the Avatar will have a 25% chance to loose her actions each round.
If it works, much better.

And that's beside the other penalties.
@Goldfish It seems to me that Pronouncement of Fate is much more useful to us situationally than a long-shot hail-mary. And in fact more likely to cause Tiamat to no-sell it, which as you stated is useful to us, rather than just weather it with her bullshit "you need a critical to succeed" saves.

@DragonParadox I hope bullying isn't against the rules because if so... we are going to need to go into timeout after next turn, and Tiamat is spend her last turn roaming free throwing a tantrum. :V
Huh, hadn't thought about it like that, but it would be amusing if one of the Avatar's heads has a rage-induced stroke mid-round after the third or fourth time it gets shut down.

He uses his Ring of Spell-Battle to Counterspell once, uses a Miracle to duplicate a Chain Dispel to Counterspell her next attempt or raise a barrier to block an ability if necessary, then he uses one Mythic Power and Amazing Initiative with his Belt of Battle to gain an additional casting to do so again (using two 8th level slots to power another Miracle, if necessary). And finally, if there is no other choice, he uses Celerity to gain one more chance to counter the Avatar's actions.
How the fuck does this actually work? We can't ready an action before we've taken our last readied action (the last Counterspell), because doing so would waste the action that we've already readied. The rules say "specify the action you will take and the conditions under which you will take it. Then, any time before your next action, you may take the readied action in response to that condition".
Furthermore, we can't use Celerity if we've already used our Ring of Spell-Battle, because we have no way to gain an additional action. This means that we can only use the Ring after trying to Couterspell normally.

We could cast Battlemagic perception though, if we really needed a way to Counterspell a third time.

He can only Counterspell so much, yes, but he can cast to block spells with physical barriers, too.

The Ring of Spell-Battle can be used whenever in the round it is most needed. The next/first/whatever can be part of a readied action, and Celerity can be used for a third(DP has confirmed that Celerity can be used even if another Immediate Action or Swift Action has been used, this has come up before).

Before using Celerity, though, Viserys can use the Amazing Initiative + Mythic Power + Belt of Battle combo to cast again. It can't be a readied action to Counter a spell, though. Could still be used to raise a Wall of Mithral, Prismatic Wall, Wall of Suppression, etc. in a pinch.

I'm sorry, but this seems wrong. We can use Celerity despite having used our swift action because that's how immediate actions work - you always use the swift action from next round, not this round's swift action.

Furthermore, taking an immediate action ruins our readied Counterspell, so Viserys' actions will have to look like this:
  • Swift action to activate Belt of Battle, use that extra standard action to cast a spell (a wall spell?)
  • Standard action to ready an action to Counterspell
  • Counterspell Tiamat's first spell (not an action, somehow, although this will change our Initiative count for the next round)
  • Immediate action (take from next turn's swift action) to activate our Ring or Celerity, to Counterspell.
