It's not about what the Anvil can do on its own, though that's interesting too, but rather in seeing it as a part of the grand project "make your own race of Outsiders without high individual price and time-investment" that makes the Anvil valuable.

There's nothing wrong with murdering someone to take their stuff when you are a head of state. That's usually summed up under "Foreign Policy".

The Anvil is valuable enough that there's nothing I'd be willing to trade for it. Kelasi might potentially be able to be reasoned with, but Galzerai would try to extract everything he could from us. Depending on how impressive an use they get out of it, we might be able to trade a permanent discount on Forge creatures and some lore for it, they're certainly not going to sell it lightly, but we actually have access to the kind of things they might potentially trade it for.

But if getting the anvil means steamrolling Galzerai one day then that's what I look forward to.The issue with taking the Anvil right now is that doing so would run contrary to a lot of our efforts in the Plane of Water, where we've tried to establish friendly relations with every power we interact with, and negotiate trade deals and military alliances while making a good name for ourselves as a trustworthy Dragon.
It would hit our rep too hard at a time when we really need it to be ironclad.
