His offer seems pretty reasonable. Nothing binding and a advisor for this kind of lore might even be a small benefit.
Yeah, I think so, too. The advisor isn't only reasonable, but it makes sense.

We can't always trust people to exercise common sense. Stupid mistakes with no malice intended can still cause bad stuff to happen, so having a qualified expert on hand to serve as an additional layer of oversight is acceptable to me. In my plan I've added some actual authority to the advisory role, requiring approval from Viserys, Lya, or Teana before lore he feels is of a sensitive or dangerous nature will be released to those who request it.

Yes...

There's also the question of how USEFUL a lot of this lore would be without a positive connection to R'hllor.

As far as this issue goes... hm.

The guy they send is pretty much a fig leaf, but I feel like he might have struck on the ore of a useful idea here.
I mean getting a Rhllorite priest to give us that positive connection isn't exactly an issue. The lore is more to know whether they have something to effectively solve the problem. Also since religious institutions have also been places of scholarly learning back in the past it stands to reason that they have more arcane lore also. Along with translated texts, stories and other things.

Right but as it's liked to the pop shouldn't we wait till we have westros to do that so that it actually has a meaningful impact? Because we would need a shit ton of trees to do that as our current lands has much lower pop than westros.
Starting the program early, allow us to build confidence in it early, if the Westerosi have stories, about our citizens giving blood at the trees to no ill effect, then they're more likely to do it themselves.

Also a secondary plan I'm considering with these trees, is to see if we can get Danelle to endorse them as a valid form of charity, on one hand the Seven wont like it because it's blood sacrifice, but it inflict no permanent damage, and the profits go to creating healers, who will heal everyone rich or poor, so they're probably pretty much the perfect instrument, for getting the Seven to lighten up their stance, that all blood magic is evil, and having a Chosen of the Seven endorse a program, to raise funds for the creation of old god loyal beings, should work as part of the reparations, we need to get the old gods from the Seven.

And the longer she has to observe the good the Blood donation program does, before we ask her to speak in favor of it to the Faithful, the bigger the chance we can convince her to agree, therefore I want to set up the first tree now, as if the blood donation program has already paid for dozens of healers, and those healers have saved lives, then the fact that the program is a proven force of good, make it more likely that our epic diplomancer skills, can overcome her disgust with blood sacrifice in any form.

And it's not just linked to pop anyway, it's linked to pop, and to in how many places we have blood donation trees, 1-2 trees can accept all sacrifices for a city, but people only have time to make sacrifices to local trees, so if they don't live around a tree, they can't participate.

I am half considering whether making Fighters from the Blood Donation trees would also be a good idea. They would travel with the Druids and protect them. They would also train the local village guard on how to fight and defend themselves against the various monsters that exist. Yes a Fighter aint exactly a game changer but it is another body to soak damage while the caster(s) prepare to work. It also serves as good benefit for future recruitment as many of those in the local guard with some standard training would have a much easier time adjusting and less time training in the legion.

What the hell. Why are we accepting? Handling potentially dangerous lore is literally the reason the Scholarum exists. If it can't manage to keep it out of the hands of idiots, then why do we even have a Scholarum?
Furthermore, this feels like a terrible precedent to set.

Make a counter vote. If you can come up with a reasonable way to convince him to hand it over strings free I would rater vote for that than make this kind of deal. I just don't see how we can convince him to just hand it over without damaging the relationship.

Because it's a minor concession to make which costs is nothing and gains some good will.

R'hllorite lore will eventually become just as common within the Scholarium as anything else, but for now it's new and different, and there could be something dangerous or annoying contained within it. We keep some dangerous lore out of regular circulation ourselves, so it's hardly a new practice.
Also quick question. Why have we not made Panacea a ritual? It sounds like a mighty useful spell to have as a ritual.
We're planning to start researching ritual spells again next month, IIRC.

[X] "I would point out that the lore is already categorized by level of danger it represents, such that common lore might be readily available at the first layer of the system, and restricted lore within the second layer is already monitored fastidiously, records kept of who accesses it, for what reason and even what project it will go on to advance," which would go on to list all of the other lore, techniques and spells developed therein. "Anything remotely so dangerous that it could easily be abused casually by anyone unobserved for a short period of time would then be held within the Royal Archive, and accessed only with the Crown's personal oversight."
-[X] "The Red Faith is already deeply involved in the Scholarum by dint of the fact that many of its priesthood are mages. It has what some factions would call unreasonable sway by the sheer weight of its collective voice in multiple facets of the Realm. This proposal sets a rather different precedent, one that would have other groups reaching for influence beyond their purview, right or even reach. The point of unifying the realm as much as possible in its institutions was to grant equal access and equal protection under the law from all who would abuse magic, wealth or power by any other means, and allow for a degree of transparency rather than furthering the Cabalistic practices of the Freehold, something we still have to fight against each day as more mages grasp the higher circles of spells and remain merely restless rather than recalcitrant due to the fact that they have been given the means to advance their research for their own benefit as much as the Realm."
-[X] "How could I further reassure the Priesthood without compromising on this matter?" You are always open to his advice, but even an "unofficial adviser" who had little authority could cause resentment in the other way, lore extracted without proper reverence toward its subject matter could cause resentment from the supposed gatekeeper who is helpless but to offer warnings against folly. "Perhaps a tenure for a sufficiently talented Priest for a few years heading the local Scholarum while Lord Naethyreon focuses on matters of rule? They would have to set aside their duties to the Faith, but for that time the lore could be housed here in Volantis and he could observe the procedures that we have already established are followed? This is neither unusual or upsetting in precedent. Eventually the lore would be distributed and secured in the proper manner across the Realm, but the merits of the system would have had its time to prove its worth. Should abuses follow despite the measures taken we might revisit the subject again, if nothing else than to revise security measures."
-[X] Ask that Benerro further develop the ritual he used to ensnare the Herald of Ymeri inside the Burning Mansion -- we have applications for it, but need to drastically increase the range.

I've added the Guardian Figureheads to the Wyvern and Moonchaser sheets, plus a Brilliant Barrier Defense Module write-up to the Moonchaser.
Guardian Figurehead: When activated by the pilot up to 1/Day as a Swift Action, all ranged attacks targeting the Moonchaser have a 20% miss chance against. This ability has no effect on melee attacks or ranged attacks that do not require an Attack Roll to hit (such as Magic Missile). COST: 1,350 IM
Brilliant Barrier Defense Module(x2): Controlled from within the Moonchaser's bridge by a pair of dedicated operators, each Defense Module can be used to place a Brilliant Barrier (equivalent to Wall of Force with Hardness 20 & 70 Hit Points) out to a range of up to 680 feet and covering as much as 175 square feet (using five contiguous 5ft x 5ft planes of force) as an Immediate Action as often as once per round. These force barriers persist for up to one minute and can be set to move with the Moonchaser or remain stationary, a decision which cannot be changed once a barrier is created. COST: 10,080 IM (5,040 IM each)
  • Unobstructed: Due to the Moonchaser's enchantments and the full 360 degree view of the ship's surroundings afforded to officers serving on the bridge, alert Defense Module operators can place Brilliant Barriers anywhere within range of the Moonchaser as if the ship itself were the origin point for the spell effect.
  • Force Field: By carefully coordinating their efforts and dedicating their full concentration to the task, Defense Module operators can layer the Moonchaser in a nearly skintight force field in order to provide consistent protection for the entire vessel at the expense of being unable to use the Brilliant Barriers more actively.

Dont forget the Communal PfE in some fashion added to the ship. Maybe a Imperial Emblem in the back wall of the Bridge or something instead of the standard.
