Jokes aside, even though Taylor is just trying to make friends, Laura probably thinks Taylor is hitting on her.
From Laura's perspective:
"talking with Kayleigh" —strike 1
Asking about Laura's dating life—strike 2
"Call me if you wanna cape and chill" strike 3!
Of course, Taylor's oblivious and is probably just happy to have a friendly cape to beat up criminals with.
[x] Go with Laura to check the entrance. If this is an attack by a villain, that is likely where they are coming from.

There's at least one idiot with their phone out instead of running. Even if you aren't caught transforming, a Thinker could piece together your ID with enough clips of the same event. Also, if CW shows up too quickly, a villain just needs to pull flight records to find out who came from Philly.
There don't seem to be any active hazards on the beach, and Taylor can't help much with evacuation unless she transforms.
RPG rules, don't split the party (well, we're already split, but you get what I mean). If Laura goes alone, she'll have to rely on her phone (probably jammed) to communicate. If Taylor follows along, she can at least keep some of the others updated through telepathy. Very important if Laura/Taylor find out tactical info.

This plan looks good on the surface (getting info on the situation before acting) but there are drawbacks
- Risk to civ ID—someone seeing/recording Taylor transforming or wondering why CW showed up so quickly
- Flying makes CW an obvious target, and I'd expect a villain capable of sealing off an area this large to have anti-air precautions.
- Letting Laura go alone is risky—if cells are jammed she can't call for help if there are multiple villains, etc.
Aerial scouting is usually pretty smart, but realistically there's not going to be many places for a villain to set up at a beach resort. I'd rather check the entrance and find nothing before risking a transformation
