That's actually really clever, and I like it a lot!
But please note that Mythic Ranks don't actually come from direct fame : we got our first one privately, from a simple question.
There's another reason I would want to collect fame, Mythic Rank is your legend turned power, you can accomplish this yourself, but it should also be possible to do it though a ritual, and again having a legend makes that easier, so if I build my legend until magic return, and then gather a few hundred HDs worth of sacrifices, i can probably get the old gods to awaken my legend to get that Mythic Rank.

Considering there's no GM making sure I get level appropriate challenges, it should be easy to gather a lot of sacrifices while magic has still only begun coming back, as that early most magic creatures were below CR10.

Rituals involving Mythic Ranks are incredibly difficult though. Even the Sultan struggles there.
I suggest simply not stopping doing amazing things, and eventually you'll get one from something unexpected just like Viserys did.

And a Braavos-based level 20 PC will probably end up having to keep a lid on the doings of the two Fey courts in town. Getting involved in Fey politics always produces excitement, so I don't think you'll struggle to keep finding crazy shit to do!

The old gods are good at such things though, so it's really just a matter of making it worth their while, 400-500 HD worth of sacrifice, should be enough to pay for them to turn my legend into a Mythic Rank.

Also why would I be Braavos based, sure I would start there, and I would make my super awesome ship there, but I would be a primarily sea traveling PC.

Even if I can't get a Mythic Rank with sacrifices, I will still be getting a Weirwood, I'm going to want mages serving with me, and the easiest way to accomplish that, is probably to pay for the old gods to awaken some Valyrian blooded people into sorcerers.

Is a level 20 swashbuckler strong enough to challenge the shadow court king like Viserys did? Conquering a fey court would be a great way to build up a legend. Especially if you go around hitting a bunch of small ones while they're weak.

It's probably easily strong enough to win against the Shadow king as he was at that point, but I wouldn't want to be a Fey King, such a position seems like it would have far too many obligations.

Yes, especially if he gets his hands on a magic weapon beforehand. The Orphne King was relatively weak way back when Viserys dueled him, only growing stronger in the years afterwards via beneficial deals with Braavos. Viserys was what, a level 6 or level 7 Sorcerer back then?
 
The swasbuckler could totally just go and solo the red keep to bring viseryis roberts head.
This is naturally a terrible idea, mostly because the only reason that stopped Level 14 Viserys from storming the Red Keep and slaying Robert was the fact that it would end up causing a bloody civil war from which no one benefits except the monsters.

Half the struggle of this quest is keeping a tight lid on that by making sure Robert isn't killed before his time, and in addition to that trying to contain Tywin in as small a blast radius as necessary so that pretty much no one has to die except the people who would have been utterly useless to us in the wars ahead anyway.

The other half is keeping the monsters from eating everyone.
 
@Crake I cannot help but think that the speech lacks purpose, it focuses too much on ourselves and our own legacy, it makes it sound like they are doing is a favor.. which they are, but we should shift the focus towards unity rather than a generic thank you.
