Ok, so. Put on some random disguise, speak with the smallfolk for a bit just to get general rumours.

How loyal is this House to the Crown?
Introduce self to the Lord privately as actually Viserys Targaryen with the rationale that;

a) Heard of brave deeds and wish to potentially offer assistance cleaning up.

b) Give gifts because anyone battling threats should be well equipped.

c) Have somewhat of a truce with the Seven, want to meet their chosen to understand such better.
Write it up as plan! ;)

So...
@TalonofAnathrax, @DragonParadox, with us now having "a way to teach Sandsahpers", do we, like, get that automatically in all Scholarums now?
I assume based on the fact that it's but a compiled batch of techniques and methods, in book form no less, so it should be "easily" applied in any educational facility, yes?

It's not that easy. Sand-Shaper is a PrC and the absolute earliest a Sorcerer could acquire it is 5th level, if they take the necessary feats and have the proper skill ranks.

The best bet would be to try to prepare some of the 2nd or 3rd level Sorcerers who are currently studying so that by the time they reach 4th level, they'll have everything needed to take it as their PrC at 5th level.

I think @TalonofAnathrax was going to put together a preliminary build for them? If not, I can do it.
I tried to make a build, but it turns out that the best time to take a Sand Shaper is level 7. The extra level 1 and 2 spells are mostly rather unimpressive, while the extra level 3 spells are what really turn the build into something worth playing.
So I would suggest Sand Shaper remain a PrC available only on request, for those who beat the NPC level cap.

Sand Shaper is amazing, but not at very low levels basically.
I played a Sand Shaper once, but the game started at level 8 or 9. It was quite good then! I found the Sand Shaper spells to be mostly unimpressive, but their sheer number meant that I always had backup AoE, backup save-or-die or backup-buffing whenever needed. Therefore I could have more freedom with my spells known and WBL. Totally worth the lost spellcasting level !

As you can see in the following quote, the main high point of the class is in level 3-6 spells.
See for yourself. Good spells are bolded. said:
1st—bear's endurance, bull's strength, cat's grace, endure elements, parching touch, speak with animals, summon desert ally I.
2nd—eagle's splendor, fox's cunning, heat metal, owl's wisdom, resist energy, summon desert ally II, summon swarm.
3rd—control sand, desiccate, dispel magic, dominate animal, haboob (decent blasting, negated by DR or movement), slipsand (situationally amazing), summon desert ally III, sunstroke, tormenting thirst, wind wall.
4th—blast of sand, summon desert ally IV, wall of sand, wither.
5th—choking sands, flaywind burst, flesh to salt, summon desert ally V, transmute sand to stone, transmute stone to sand.
6th— awaken sand, mummify (death or fatigued - good on melee enemies), sandstorm (it's basically Control Winds on an arcane caster - amazing!), summon desert ally VI.
7th—mass flesh to salt, summon desert ally VII.
8th—summon desert ally VIII, whirlwind.
9th—summon desert ally IX.

Do not have time for such an endeavour. Delegates right back.

Seriously, though, contract work is profitable enough but knows no sane hours.

If we want a Sand-Shaper, we could try resurrecting the original one who was eaten by vampires in Braavos. He would be a useful teacher.

[X] Speak to the smallfolk first to learn more of the happenings on Tarth
-[X] Go into the town disguised as a merchant.
-[X] Suss out any rumours regarding House Tarth - more specifically the deeds of the daughter.
--[X] Look specifically into her character as a person. Is she merciful or merciless? Naive? That sort of thing.
--[X] Rumour regarding the Lord Tarth. Is he a kind lord? Cruel? Just? How he feels about his daughter running around like she does?
-[X] Any rumours regarding monster sightings nearby or anything supernatural.
-[X] Rumours regarding the loyalty of House Tarth to the Dragons, any supporters/allies he may have found in that regard.

That is all I can think of.

Goldfish aren't very inconspicuous. I would go with random merchant disguises instead. :p

The character of the lord is just as important here, given she is probably a very filial girl.

It is time for Unstable Haelys the Used Zorse Merchant to make a reappearance. :V

We could just be scouting out a new market before determining whether we would make the investment in the area, if anyone asks.

So something like
[] If anyone asks we are a merchant looking for a new market to invest into and Tarth seemed promising.

Would this do?

[] Rumour regarding the Lord Tarth. Is he a kind lord? Cruel? Just? How he feels about his daughter running around like she does?

Both of those work, and make sense for a merchant to be asking about before he makes an investment in a new market.

Do ya'll have any issues with giving Brienne a pretty nice starter gear package? This is 2,330 IM in crafting, not counting items we already have in stock or can have our Mage-Smiths produce without using more valuable crafter time.

She already has an Amulet or Ring of Protection from Evil. She can give that one to someone else, such as her father.

Brienne of House Tarth will be gifted a large (75 lbs. empty, 6 cu ft of storage space), Masterwork treasure chest, crafted from cedar and banded in Mithral, all magically Hardened, and emblazoned with the Tarth family crest. It will be secured with a Superior quality lock (DC 40 to open using Disable Device). It will contain;

Equipment:
Muleback Cords (Slotless)
Gloves of Zephyr's Grace (+2 Dexterity)
Healing Belt w/+2 Constitution
Anklets of Translocation w/+30ft Enhancement bonus to speed
Earring of Arcane Acuity (+1 Charisma)

+1 Reinforced Segmented Glammered Adamantine Fullplate
+1 Razor Sharp Adamantine Shortsword

The mental image of someone going "Oh yeah? Then where are your wares, 'merchant'?" And then Viserys pushing a stall stocked with random bullshit he pulled out of a dungeon from his cloak won't escape me.

I legitimately think this would befuddle diabolic interrogators who can't decide if they should request tax assaying documents or if perhaps they got yanked into a reality marble slash soul trap.

The current list seems fine by me.

Since she's a Dex fighter a finessable weapon might be better?

I could swear we already gave her one of those.
Yeah, good point. Maybe just a short sword? I don't see her fighting with a rapier.

We did give her a PfE item, but I want to give her another one with a +1 Charisma bonus to push her Charisma up to 18. She can lend or give her old one to someone else. Oops, left off the +1 Charisma on the PfE ring. Adding that to the list.

EDIT: Also added a +1 Mithral Heavy Shield to the list.

Are we arming her for war? Jesus a Razorsharp Adamintine Shortsword and a Mithral Shield? Should we give her a bag of holding too?

It feels kind of awkward, swapping amulets like that. She's probably attached to the old one.

Why not a pretty bauble? A tiara, a brooch, an earring?

Chibi knight Brienne will probably look adorable, with her tiny Small Shortsword and Shield.
