I am still searching for any and all Outsiders we can summon up and have them teach our people magic (with DIplo 12+ and CL over 6-8). Am still failing.
Not necessarily as teachers but have you had a look at Pathfinder Kamis? Their quirks may be problematic dependent upon type but outside of that they seem consistent in behaviour and don't seem an issue otherwise.
E.g. Depending upon our read on this Dosojin Road Kami we could potentially attract hundreds if not thousands for our Road network.
If they can be negotiated with not to overly trouble potentially irreverent Imperial Citizens then great, though someone will have to help me understand how much trouble they can cause with 120feet manipulation range if indeed that is it's maximum range when merged with the road.
This would be a conservative reading as the text actually reads:
Several of a kami's abilities function only when it is either merged with its ward or within 120 feet of it.
If @DragonParadox reads it generously then we need to determine it's range and it becomes much more effective outside of deep woods and choke points and they may be a feature along the full length of the network.

Seventh Day of the Tenth Month 293 AC
By the time the three of you have set even a framework of the system in place the evening is well and truly spent and the night with it. Fingers of rosy dawn creep upon the horizon, glinting through a thousand thousand panes of glass as it spills out over the city. For those most invested in the making of that glass the new day will bring an unwelcome realization that some of the secrets of their trade are not quite as secret as they had been, though no doubt the glint of gold shall go some way to soothing that hurt.
It is only now that Lya finally has the chance to look through the notes on the creation of the guild's highest arcane craft—Mage Hunter Golems of purest living glass, runes, notes, and arcana alongside exacting specifications for ovens and even rhythm exercises for blowing certain delicate pieces of glass. The more you read the more surprising it becomes, for while you find the influence of the Freehold as you had expected there is also what looks like feycraft in the mix, subtle songs that echo in the clang of hammers and impossible colors refracted to tell tales seen before only in the mind's eye.

"That does not seem too terrible a sacrifice," Lya says, unable to keep a note of relief out of her voice. Her greatest fear with regards to the ritual was that it would be akin to the darkest works of the Freehold, such as molded the Seeker and its kind from the flesh of the unborn. "No, only a strong one," Lady Dorera confirms. "Guilt, grief, loss, and heartbreak can seed the golems as easily as brighter memories, and we have seen no difference in their working regardless of the emotion of their core."
"Sorrow is no less a part of us as joy," you point out. "There should probably be a kind healer involved in screening applicants to offer up their memories, it is not as though we will lack for choice."

This is just unfair, reincarnation for anyone it kills, if we had some of those, we could offer free reincarnations to any of our citizens we wanted to.
In other words, that creature is so very abusable, seriously on an empire level, its ability would be more valuable, than a genie willing to dedicate its Wishes to you.
