It's definitely not a Minor Action. It's a military/intrigue/diplomacy action. Not the most challenging, sure, but certainly not background stuff.

So long as it doesn't take very long, with "very" being very vague statement beyond "less than a month", it's a MA.

It's not so much less important as something that takes less time . That is the distinction between minor and major when you come right down to it. For instance dealing with the convoy was minor action and you guys got massive rewards from it

Also, @DragonParadox, can we get a diagnostic report from our various experts on how to help the Divine Bull and restore it in full by separating it from the ship? (Experts for this include Lya for soul-lore & construct-lore, Anu for construct-lore, Kyton for flesh-shaping-lore, Vee for nature-lore & flesh-shaping-lore, and Saenena for flesh-shaping-lore).
This isn't urgent, and I'm not pushing for it any time soon, but I'd like a general idea of what we're looking at in terms of progress for this action, as well as what our overall options are for pursuing this.
I don't think there was ever a ruling that you had to send in the inquisition, more a suggestion. Intrigue actions are intrigue actions whether you send heroes or institutions
