More powerful, probably. We only fought Mammon's Aspect. The reigning duke here is definitely stronger than CR 21 to have held his grip over this place. That said, actual Mammon is almost certainly stronger than to duke.

The Wet Noodle himself is only CR 25. I seriously doubt that this Pit Fiend is over 22.

On top of that the attempt at a disguise is funny?
I would recommend looking into what it takes to create fake identity IRL. @Azel knows it, and intentionally or not has been hammering the gaps we leave when we cheat with magic.

What would you think would happen if Viserys Targaryen, the dragon which slew an Archdevil, were to show up in Heaven's Last Bastion where devils reign? Are you expecting everything to go rosy? "Oh come right in, it isn't a problem at all. Sure you killed someone higher on he totem pole but that's fine". No we get an army in our asses and we have to retreat. I don't understand what it is you are even trying to do anymore.

That's pretty much my concern. DP and Azel confirmed that Viserys is important enough that Asmodeus himself would respond if we called him to chat. If we saunter around openly as ourselves then we're going to end up in front of Asmodeus' Pit Fiend up here. I would at least like to look around first and maybe buy a few things before that happens.
I'd also like the chance to try to get a few subordinates for the Imperium. There are a lot of useful Celestials up here even if their numbers are greatly diminished. For one thing, Therapy Archons.

We can summon any outsider and then (try to) diplomance it into serving us.
Next month's summoning list is about 50% that right now.
We are busying ourselves with True Names because... Well, it gets us to precisely pick out assholes that are danger to out plans or plane, instead of summoning them (assholes, I.e. devils, demons, daemons) all over the Creation.

It's not literally buying slaves so much as it is manumitting them, which is something we've done before. We need subordinates with their skills, they presumably need help in something or they wouldn't be selling themselves off (and in the case of being in the possession of devils it's probably best that we be the ones to buy their freedom).
I'm kind of hoping we can find a Monadic Deva we can convince to work for us. It's a longshot and will require a lot of luck, but my god that would be useful. It's immune to so many things.

Alright that is good. Let's buy some slaves (to free). Also I had a peculiar idea a couple days ago and it is now coming to me with the whole dreams and stuff.
This has nothing to do with heaven but with the dreamlands idea.
For now we don't know what happens(we can ask when we have the time) but I was thinking that in the dreamlands there are all manner of creature who live there. Like I think there are a couple beings trapped here.
If we could convince, say a couple of them, to continue growing trees, sacrificing to our gods in exchange for maybe getting out or some other thing then we can have a group of people constantly growing the Old Gods power in the dreamlands.
Or we could have dreamland vassals who want to own tracts of lands there and the trees are protected by them and they are, in turn., protected by us.

I really do want to start conquering the Dreamlands as well. The problem is we have yet to meet suitable vassals down there. I'm all for looking around for some, though.
