We absolutely need to get the water system up right after the temples though; frankly I'm kind of shocked that wasn't done during the timeskip.
And having an alliance with Messapii gives us an excuse to get involved when they inevitably are attacked by Taras, instead of trying to find some reason to get involved after the fact, the Metapotion peoples also won't have our backs reliably, while they may honour their treaties, they may not. I'd rather have a reliable ally, one who directly stops Taras' expansion then an ally who may not actually help us and makes us have to find an excuse to intervene in the war to stop Taras' expansion before we can actually do so.OOC: I don't disagree but I think the barbaroi only got us since they managed to lure out out into the hills where they could ambush us. I don't think the barbaroi forces can take us in a straight battle personally. Also, having Metapontoin in a defensive alliance puts Taras in a bind. Even if Metapontoin doesn't sally forth to attack them, the mere threat forces Taras to leave forces at home and makes it less likely that they'll embark on a foreign adventure imo.

It's worth remembering that we already have an alliance with Thurii who are just a little further down the coast from Metapontion so we already have an ally to the west of Taras, although less optimally placed. Taras and Metapontion also are (or at least were) rather hostile towards each other due to Taras trying to stop Metapontion from becoming a democracy, amongst other slights. @Cetashwayo Besides Taras, how would the other Greek Cities, both in Italy and back in Hellas, react to us openly allying with barbaroi against fellow Greeks? In the past we "only" subsidised. Or are the Messapii sufficiently hellenized?
I imagine most cities probably had versions of myths where their favoured Gods looked good and the God's they didn't like so much looked bad.I also tend to be suspicious of some of the "Gods are super rape-happy asshole" versions simply because they often leave Athene unscathed, making me think there's an Athenian influence there where all the Gods except Athene are totally jerks. Except you are wrongI'm pretty sure the Barbarian Office, or foreign Office, is the Xenoparakletor, your argument seems to want the Exorian as foreign officer, and the Drakonid as Proboulos to open up trade routes, is this a mistake or am I reading you wrong?
Also, I don't think we have any infrastructure around the Temples and Hills, so we wouldn't have to tear the ground up to lay it down later, so it should be safe to create these new temples without causing issues like your fear.

As for the infrastructure surrounding the Hill and Temple, I am sure you are correct(I can still ping @Cetashwayo for confirmation, though) . But beloved Eretria is still growing and with renewed vigor as we are immediately putting up new Great Works. Just as in the past we put foresight into the construction of our Wide Walls, we must do so with our sewer system so that whenever new buildings go up, they are ensured fresh water and miasma can be reduced making our citizens happier.
