[X] Protectorate: Aid will be provided on the condition of the Crystal Empire becoming a Protectorate of Gryphus. While the Crystal Ponies will be allowed a degree of autonomy over their own affairs, they will be considered a part of the Empire. A portion of their tax revenue will be paid to you, and they will be protected from outside aggression by the might of the Imperial Military. The vast majority of Crystal Ponies would be content with this, not believing themselves capable of standing on their own hooves so soon after their liberation from Sombra, and seeing the assistance gained as being well worth the price of some of their autonomy. And while some of the particularly ambitious members of your nobility may grumble a bit, most of your own people will likely see this arrangement as beneficial. Though it should be noted that the attitudes of the Crystal Ponies may change with time, either seeking independence or further integration into the Empire itself. Something to think about at any rate.

[X] Naval Base: A plot of land along the Eastern Coast will be "leased" to the Neighponese for the next century. While the Crystal Empire will retain ultimate sovereignty over the land, the Kingdom of Neighpon will exercise complete control and jurisdiction over the land itself. The land will be used solely for military purposes, and will not engage in resource extraction or serve as a civilian settlement. While neither party will be particularly happy with this compromise, neither will particularly disapprove. Some few Crystal Ponies actually like the idea of having a foreign military base nearby to serve as a deterrent to any foreign aggression.

[X] Joint Custody: While the Heart will remain within the Crystal Empire, it will be under the shared control of the Crystal Empire and the Empire of Gryphus. This will allow you to study and make use of the Heart more or less freely, though the Crystal Ponies reserve the right to protest a particular course of action if they feel it threatens the Heart itself. Most Crystal Ponies would be perfectly fine with such an arrangement. So long as the Crystal Heart remains in the Crystal City and continues to serve as the guardian of its inhabitants, they are fine with whatever experiments you may decide to run on it.

[X] Partial Annexation: One of the compromises that was formed and discussed at the meeting itself. The Crystal Empire will be annexed by Gryphus, but not necessarily in perpetuity. In 20 years, a referendum will be held amongst the residents of the Crystal Empire to determine whether they wish to remain subjects of the Empire, or become their own sovereign state. Both the Crystal Ponies and the Griffons of the Empire are likely to be content with this...for the foreseeable future. Elva warns you that this plan is basically "kicking the can down the road" and delaying a decision that it might be better to make now. While she won't be there to witness it, she can easily foresee such a vote being a dramatic and contentious thing that may divide the Crystal Ponies and lead to political conflict. Still, it may be the best way to ensure everyone gets what they want, even if temporarily.

[X] Neighponese Colonization: The lands that the Neighponese are eyeing for colonization have no population, no infrastructure, nothing but a line on a map to show that it is a part of the Crystal Empire. You see no reason they shouldn't have the opportunity to make use of the land. While this will greatly please Kōryū and his people, the Crystal Ponies might not be so happy about their territory being seized by a foreign power, regardless of the fact that they aren't using it.

[X] Full Annexation

Rip the band aid off here and now. The Crystal Empire is dead, there's no going back. The only way is forward, as full citizens of the Gryphus Empire.

[X] Naval Base

They helped, but not free colonization helped.

[X] Joint Custody

We can do what we want, as long as it isn't dangerous, and they'll be citizens of the Empire soon enough, so our only restriction is listening to the experts when they say something is risky.

Feel free to explain your stance then instead of just saying you disagree, why dont you think giving them the heart is a good idea?
You are misrepresenting my comment, albeit by accident. As seen in the bolded, I disagreed with the claim we only wanted to research it to use it in restoring the Crystal Empire.
Further, my comment here:
... Further, The Crystal Heart can apparently use love-energy from griffon-muggles, meaning that emotional energy from a griffon can theoretically be turned into magical energy.
If we manage to figure out a way to create much weaker mockeries of the Crystal Heart in the future, we could potentially, actually, unlock magic that griffons could power/use.

Come on people, let's go all in. If we grant them full independence they can take it for themselves trhough a referendum after we build them to our level and then they can be a truly independantnation. If we want to integrate them we could not be assholes and build them up to our level rather than leaving them flailing in poverty until they decide to join us.

If we want to integrate them we should do it step by step instead of going all in and then pushing for a referendum.

If they decide to leave it will mean that we will leaving them be divided and in political conflict.
If they decide to stay those that wanted to leave might take extreme measures to do so.

Not to mention that partial annexation means that they won't have any experience in governance since we will be doing it for them.

Wich ultimately means that we will leave them with divided land and no expirenced leadership to lead them .

Leaving them desperate to return to the fold, gotcha. :p

Um, lolwut, partial annexation does right means we would be training crystal pony governers and admins to run things, it should mean teaching them to lead and givignthem experience with the safety wheels on, if they are strifing that hard to stay away from us we're fucking up but can carve a chunk of land for the independance movement to take.

Like, this is a full generation to build our goodwill to the maximum, fix shit, and give them a choice.

Like, you seem to be insinuating that partial annexation has us treating them as lesser until referendum when the whole point is that we're treating them explicitly not as lessers and building them up as equals.

So yeah, that means we're building them an economy nondependant on gryphus, that means we're training crystal admins, that means we're preparing for cutting a deal with a minor but significant independance movement.

If we are doing shit right every problem you just stated doesntexist. If we want to sit and twiddle our thumbs yeah, there's going to be problems. If we're going to treat people as lessers, as second classes, yeah there's going to e problems. If we refuse any and all forms of negotiation and compromise yeah, theres gonna be some fucking problems. That's true no matter what you do.

Now if that's what people think the only viable way to interact is, trying as hard as we can to not do things right than maybe we should aschew involvement in the situation sicne everythign we do if that's our attitude is going to build bad will like we're the goddamn french.

If we do things right however we'll have mollified independence movements, we'll have trained the crystal ponies in needed fields of craft and admuinistration, we'll have done some goddamn diplomacy to help work out their strifingbefore it comes to issues, we'll be deasling with issues before they blow up in our faces because we'll actually be trying.

The point of partial annexation is that it gives us AND them the greatest oppourtunity and potential for a good ending but it also requires us to work, to try, to go in and get ourhands dirty actually doing shit rather than sitting on our asses.

it takes effort goddamit, the whole point is that it takes effort.

You think any of those issues don't exist with protectorate status? If they decide to join and have independance movies we can't mollify or negotiate with we get that same strife except they'll have legitimate greivances we can't handle. They have no governance capacity and we wont be sitting there ready to help them grow it and take the burdan until they can do it themselves.

Partial annexation isn't "going all in then pushing for a referendum" It's setting terms reliant on the referendum a generation in advance and spending that time working through issues and preparing for referendum one way or another so that whatever happens is the best for everybody. There is no being blindsided by this, there will be an entire generation for the crystal ponies and us to work through and decide this shit.

[X] Partial Annexation:

It may very well be 'kicking the decision down the line', but we and the Crystal Ponies barely even know each other at this point. Let's give them a chance to settle in, be a part of our Empire for a while, then put it to a vote. The Protectorate option is basically this, but we give them slightly more freedom and they can grow closer ties or cut them more or less as the please. The benefit to this is that, for now at least, everyone gets what they want.

[X] Naval Base:

We came to this nation as liberators, not conquerors, and it would disingenuous in the extreme to start carving up territory to give to our allies. This land belongs to the Crystal Ponies until such a time passes that they decide otherwise.

[X] Joint Custody:

So long as they're cool with it, this is fine.

[X] In the care of the Crystal Ponies: The Crystal Heart belongs to the Crystal Ponies. It's as simple as that. This won't prevent you from studying or even potentially making use of the heart yourself, but you won't be able to do anything without the Crystal Ponies' permission.

[X] Victory is Reward Enough:
[X] In the care of the Crystal Ponies:
If we take nothing for ourselves, then the Kyrin will be happier taking nothing for themselves. Also, I kinda just want us to make this kind of 'big good' move.

[ ] Full Annexation: The simplest option. The Crystal Empire and all of its lands will be absorbed into the Empire of Gryphus. All Crystal Ponies will become Imperial citizens, and their lands will be administered as just another province of the Empire. While this will earn you much goodwill and approval amongst your own people, the Crystal Ponies themselves will likely not take such a decision well. Should you prove to be a benevolent ruler, you're sure you can win most of them over in time, but it may be an uphill battle, and some locals will always be opposed to "foreign imperialism".
[ ] Neighponese Colonization: The lands that the Neighponese are eyeing for colonization have no population, no infrastructure, nothing but a line on a map to show that it is a part of the Crystal Empire. Full Annexation is for their own good. We're not even trying to stamp out their culture, just integrate it into the whole so that each part can better support the other. Our empire is multi-species already; there's no reason not to continue that trend.

As for the Neighponese, granting them a portion of what's going to be our territory anyway is less problematic, and sharing land borders (and land-based trade routes) with them can lead to closer ties. Giving their population room to expand also seems prudent; civilizations with no way to relieve population pressure end up doing nasty things.

As consolation for the other decisions, we leave the Heart itself (which is clearly a major cultural artifact) wholly in the hands of the culture itself to deal with. Study of it isn't as important as letting it be used to keep the Ponies themselves happy. Making sure they keep Veto-Power on any potentially risky experiments is a nice concession.

Slightly, yes. But they're rather not in a position to complain and given pony nature I think they'll get over it swiftly, especially if the Neighponese treat any Crystal Empire relics they may find with respect/hand it over to them. Assuming the Ponies actually had anything there at any point instead of just going 'nobody's here so far so that's ours' to empty territory.
Not in any position to complain = building up resentment. We want them to be willing citizens of our empire, not disgruntled to-be-terrorists.

Yes! We want them to be able to complain and we want to give them useful means and channels of complaint so that we can adresscomplaints and greivances rather than allowing them to fester and cause disgruntlement.

If the only means they have availible are violence than violence will be used but if we provide much better means and make them actually useful then they can use those said such means.
