Even with the caravan, add to that that Questor has clearly stated that other civs might find us and then they will have a roll. I'm a lot more comfortable knowing that i have my budget full.

And I'd rather be in debt for dealing with an enemy we have now over having some money left over for a possible enemy that may or may not happen.

If anything, THe worst case scenario, I think is causing some disgruntlement by raising taxes in prep for the next bout, which would suck, but I'm sure the populace would understand we really do need all claws on deck for this.

I just really don't like southern wall for the neighbor spying thing, I'm willing to accept concessions that don't have that or actions against the yaks.

Populace had done enough, no need to put even more burden on it, if something is to happen at least we should make sure that our population has to suffer less.
 
I'm highly doubting that minor debt is going to be much of an issue provided we pay it off. Especially since in a worst case scenario we can declare the debt void and just never pay it back since it's internal.

Better said can we even go into minus? I would understand if it's emergency , but this is not emergency.
I would like to think the situation can still be counted as an emergency so long as recovery efforts are ongoing. Certainly emergency actions continue post crisis irl.

Especially since most of the cost this turn is due to army recruitment, at near our total net income. Hence, since that option will be gone next turn since we took it this turn, and we generally have a net positive on our actions, I can't see a reason not to go into debt for a turn to get the needed actions done.

yes but less so. It also gives us returns from the Lumberjack next turn, instead of in 2 years like the drainage would.
Additionally more wood to burn should be quite a good idea, if one considers that we burn more and more fuel each turn. Maybe it even unlocks charcoal kilns for further profit.

If the QM states it to be an issue then votes change or plans are invalidated then. No need to jump the gun on what is probably a non issue
 
You know, this may sound a bit cold, but why the hell are we giving the mongol-Yaks iron and steel weapons? We may be friends now, but that's against a common foe, and things could always change, as is common in international politics. Giving them weapons makes them a pretty great threat to us in the long-run given their stupid physical advantages.
 
@Questor Are we able to go into debt, and what are the effects of it? I assume it would be fine, the people would probably be fine with war bonds during an emergency.

Just about to say the same thing. I am against Neighborly action because I do not want to be the one to grant nomads steel weapons. :/

Not only that, there would be nothing stopping them from raiding further westward.

If one wishes to establish a farm, one must clear the land of trees (and the beasts that live among them), or risk trying to farm on rocks. There are a handful of places in the Empire that would be prime farmland were they not flooded or otherwise too wet to plant crops on. Ordinarily these lands would be impossible to drain, but Archimedes' new Steam Pump offers a new potential option for land drainage. However, they are difficult to produce in vast amounts. The only reason your people have been able to do so thus far is because of the sheer amount of ore available to you in your mountains, and the number of mining and smelting operations currently underway as a result. Genevieve has come up with a potential solution to allow for greater production of these metals. Using coal that has been treated in much the same way wood is treated to produce charcoal, a new form of dense, cleaner-burning fuel can be used to heat a new kind of massive, vertical smelting furnace the size of a building with a much greater output of metals. Naturally, this will be expensive, but Genevieve states that the increased metal production will be necessary to allow for greater innovation and widespread implementation of new devices, not to mention the smelting of this new "Orichalcum".
