I doubt they are being mind controlled, for the simple reason that I don't think Lanna would agree to do that, Mark of Justice on the mages is one thing, it's not quite as bad as mind-control, as it don't actually compel you to do things, it merely punishes you if you break the contract, and it's quite likely that the mages accepted the mark willingly, as a requirement for entrance into the Golden Shield, as opposed to having it forced on them, so while Lanna probably don't like it, she can accept having her students marked in that way.It seems in character for Tywin Lannister. The man is someone who would go to great lengths to prove his strength in a desperate situation. His father left quite the scar for such a proud man. Pride is his folly and considering the Red Wedding...well I wouldn't be surprised if he did do this.
If they are magically controlled it's not though Mark of Justice, that spell is a punitive spell not a controlling spell, so while he could use it to threaten them into agreeing with him, unless the Lords of the Westerlands are all masters of hiding their true feelings, they wouldn't have been all smiling, as not all of them would have been able to hide their anger hate and fear, they simply wouldn't have the acting skills.The same can be said about the Red Wedding and he got away scot free for that, most of the anger landing squarely on the Freys.
I'm pretty sure that he has contingencies and some plausible deniability lined up, but ultimately, using Mark of Justice to enforce obedience in his vassals is not only perfectly in character, but something we already know he is doing.

I would be up for going back there, it's been too long since we have done some personal slave freeing, we have freed lots of slaves though our conquest, but there's just something special, about personally killing slavers and setting their slaves free.My memory is failing me, but isn't there a bat-themed Demon Lord? I can see these particular Drow being the degenerate worshippers of that Demon, as opposed to those who worship Lolth.
