They work at the same time. If you did the deal you would go to 10(2), and then if you say rapid developed industry you would be at 13 (1). The year would then end and you would gain back a quarter of IC, so 13 (5).



Hmmm... yes, that sounds like a fair use of the Army Corps mechanic.
Hell, it could even be passed off as a permanent base on an important route in the frontier, and it's supporting village.
 
@Academia Nut I had a cool idea. Could we start a Local Railroad Authority that manages companies looking to build single route lines as a way to automatically invest in railroad each turn to raise our IC cap?

Honestly, an unhappy BS is a sign that this deal is going to be good if we can smooth it over. WBS can clearly see the writing on the wall at this point, and know that unless they go for peace now, they'll start to lose any leverage they have. They might have lost the chance to make their own nation, but they can at least address what they feel are the big issues if they act now.

Add in the fact that the EBS did really well in the war, and that means as long as we DO them to calm the BS side, they should actually have solved a ton of the WBS side's complaints, meaning rebellion is pretty unlikely, while also making the Kus certain that the Black Emperor is on their side.

While I agree that this is the best path forward, I just want to reiterate that it is imperative that we immediately follow this up with a DO to BS. We really do not need a point of weakness in our alliance with the upcoming Maharatha Sketch nonsense.

I think that, if we explain things, the Black Emperor will be understanding. At the very least, we'll have been incredibly consistent with our diplomacy here. We tried to stop the fighting, admitted the WBS had valid grievances but honored our alliance with the emperor and sided with EBS. When war became inevitable, we minimized the bad blood while working on a real solution, and when peace was proposed, we accepted it and immediately set down a path for healing the rift. The Black Emperor may not like things, but it's not like we're pulling the rug out from under him here.

Plus he gets free rails. Everyone likes rails. Because we told them they do.

I'll note that Xeph is already making changes to the plan to get a DO to the BS. Current idea is to drop the Hesp BEN and exchange it for the BS DO. Means we don't hit 10 Espionage, and thus we don't get the really nice Trust Neutral DO, but it works, if at a cost of -1 temp SoL more than originally planned.
