Getting more IC now means we get more temp IC to spend mid turn, which means more IC from factions, which means more temp IC to spend next turn, etc...
Which is why you aren't going to get much support for your plan. -2 IC means we only get 5 temp IC to spend next turn, down from 6 temp IC, and it also forces the factions to have to devote resources to making up for what you are spending rather than building up.

Ok, this has my vote now, but I would prefer a rearm action aimed at Hung instead of the railroad. Railroads should be built as companies. It is just soooo much .ore efficent that way.

What's your end game Diplomatically? I know we want to keep the Behyvar and Triple Crown in our camp, but we should focus also on stripping allies from the Sketch. We could probably work out a deal with the Hex and help point them at their former colonies. The Ochruhr could probably do with improved relationship and border rationalizations between themselves and our neighbours. We want to make sure they don't feel like they're backed into a corner and need to strike against our overwhelming power bloc.
I think we need to consider doing a Build Espionage Network in Hex to help turn them against their colonies; sponsoring conservatives and revanchists and doing a Diplomatic Outreach to Ochruhr in order to reassure them and avoid making them feel like they need Sketch support.

You should either switch the TKR to something else that costs PW, like regular Railroads, Sewers, or Rapid Development; or throw in an extra Build Support.

Personally, I'd rather leave the "sell guns" to parliament which can do it for 0-pw. There isn't much reason for us to sacrifice two actions in order to push it through.@Sivantic
Thoughts on exchanging the Hung PT/TKR action with a Sell Guns aimed at the Hung?
Would leave us on 7(11) Trust, which opens up the opportunity for cheap Build Espionage in the parliamentary phase - could hit the 10 espionage threshold in conjunction with the espionage raiser this phase, in to open up the incredibly cheap DO action. Selling guns to the Hung also fulfills the goal of stabilising them, and grants another rearm progress.
Would have to pay for the espionage raiser with bonds , as -5 Temp SoL swings us to 4 happiness.
I think it would set us up better for the midturn than the current iteration, since I could slot something like this into the Royalist portion of the bill:
Build the Trans-Kyberian Rail Road first. Then ask nicely.This is probably a stupid question, but what would be the best way to convince the Hung to let us setup a RRC in their land to help accelerate their industrialization?
We might need more social techs too.
