This means that the Upper House - in particularly the landed nobility (which are our old nobles, our current generals, the upper crust of the industrialists and the very best of our civil service) - will be able to set the national budget. This is a huge concession - but it is also quite necessary. Autocracies are deeply inefficient, and while we are lucky that Nokly is a reasonably capable man this does not guarantee that his heir Yenya (or, indeed, if anyone else succeeds him, like a cousin) is going to be as capable. In the age of industry, the appeal of the Singular Great Man (or Woman) is over - budgets are too large, lands too vast, to be administered with the hideous inefficiency of autocracy.
Should there be a Lower House and what should it do? Current Status Quo: Advisory (Cannot be stronger than the Upper House this Constitution)

The Lower House powers are probably the most important bit in this. It means a much faster, much more responsive government compared to our current autocracy (where everything goes through the Monarch), and on top of that it distributes and devolves power enough to reduce the chances that one man's terrible fuck-ups fuck over the entire nation.

A system that does not allow itself to be criticized is weak. A system that never goes through the growing pains of free speech and never learns that a stable system must have some limits on free speech is even weaker - and this is the only way we can learn this important lesson.
