That people would go the Sketch way because they seemed untouched by the crisis. It's only been with latter GM commentary that it's died down.

This is a meaningless concern for the Dual Crown because its Liberal Businessmen are all in the Lower House.

As I understand Speckled, he was pointing out that Sketch business and government are pretty intertwined.The business elite control Parliament, and thus manage to use the assets of government(not money, but army, navy, diplomats) to push business, in return for the state getting their cut in SoL.
A very Russian oligarch way of doing business.

Or similar to some of the dealings of early and mid-TwenCen USA in Latin America.

When the Parliament members are the ones running the economy via mostly governmental means (which everyone wants to copy) Then yes it is.
The nation of business men are ran by business men, with all parts of the government (Including the fucking military) is thus useable by said business men without complaint and without oversight from other parts of said business man ran government.

Okay, minor clarification, but this is not caused by their parliamentary system alone, but the combination of their government, economy, and their priorities. Basically, for the hypothetical players of the Sketch their dominant liberal party has never asked for things that they didn't already want, so they let them run wild. It's really their economic system that has been the problem/what let them get ahead, as they don't pay PW to do a lot things you do, so they can spend PW on trade missions and research boosters.

Didn't you say something about not needing further ConCons to enact any but the most major governmental changes once we gave our Parliament de jure legislative powers rather than just de facto ones?

Incidentally, those clarifications:
Basically the system will transition to something where it is less about individual actions and more about support for certain factions and their agendas
With the leading plans, the monarch will still have a suite of executive actions
You will probably start getting more Nokly or Prime Minister POVs, flipping back and forth at times
 
After some consideration, and thought to how this might end up after 100+ years of no change, I'm okay with changing my vote to

Oh yeah, once Parliament officially has lawmaking power, they can address individual issues in the constitution as they come up, instead of having to crack the whole damn thing open.

So, basically, the mechanics are going to start shifting away from absolute decrees towards being able to support or fight against the various factions, who have their own agendas that they want to pursue. If they want to do things you want to do, they contribute their own actions and you don't have to spend PW. At this stage the monarch will still retain some executive power though, so there will still be executive actions that do not require going through the faction system.

Does it give us certain 'free' actions each turn to reflect ongoing long-term budgetary effects? How much extra PW does it give us during the main turn, mid turn and any other various subphases? Would our PW cap change?

We need to pivot heavily towards Industry though. This is likely our last wakeup before we run into catastrophic problems. We need education 9+ and Innovation 20 (or whatever it takes for AN to start throwing free techs at us.)

You will see, but it will be somewhat like the current mid-turn party plan choices, but more PW efficient.
