I'd agree with that if the QM didn't say the reality was effectively the opposite. If we only play it safe with spells it'll lead to our magic stat atrophying.

With that in mind, use of the pistol might end up being a bad thing if Mathilde starts to rely on it as anything more than a backup.

[X] Plan The Front Don't Need Us Yet

I'm fine talking to the dragonlord now. Didn't want to wast two actions on it, but with only three available, and a failed scholar, I'm good. I'd like to join the fight at some point for those juicy future combat gains tho.

Oh, you certainly have to cast regularly, the trick is to never cast beyond your means. If you have to do something big, you make sure you bring tools and reagents to reduce the casting number for instance.

Which is to say, for us, it's dangerous to cast anything from the second bracket of Ulgu Magic, but the basic Ulgu spells should be safe enough that Miscasts aren't a serious concern.

That being said "S10 Hits on everything around you" is from miscasting Battle Magic. More standard spells tends to range from "Any food or drink within a few paces of you goes bad" to "The first syllable of a Daemonic Contract is written on you, when it hits 13, your soul is claimed by the Daemon that started writing it for an eternity of torture."

[X] Plan let's not sell our country's secrets for cash
-[X][Personal] Seek out a new leader for the Watch.
-[X][Personal] Scribe: Altdorf's scribe did not get on well with the Prince. He's going to be rather busy with burning things, but maybe that'll put him in a better mood if you offer your own services. (NEW-ish)

-[X][Intel] Attaché Paperwork: The Intelligence Attachés are your biggest expense by far - see if you can have them paid for by the Army of Stirland instead.

-[X][Personal] Snooping: Van Hal gave you a key to his Study. He didn't specifically say not to poke around and see what you could find.

Intel 1/1
Personal 2/2
Overwork 0/1
Blessing 1/1

The initial push shouldn't need our personal attention yet. Lets offload the admin/budget crap and try our luck with Asarnil.
We need him to be in a cooperative mood, not in a shit fit because the scribe pissed him off and now he wants to do whatever
You REALLY don't want the superheavy to do whatever.
Watch action would keep the Watch busy for the next 3 turns, so we can spend our time more precisely when shit starts going down.

E: My god our Marshal is probably outclassed by Mathilde without his traits?!
We probably want to be in the command tent starting from the second turn. Van Hal has it covered for now with Kasmir.
How about moving the blessing to the Watch commander? Yes, writing the memoirs is cool, but a good Watch commander is going to be a compounding investment, given they'll be effectively taking initiative without us.

Also, probably worth a write-in sub-line about what types of intelligence we'll be selling. 'Nothing that in our or Julias judgement compromises Stirlands, The Elector Counts, the Empires or our interests' might be broad enough, but we'll probably have to be more specific.

[X] Plan Bound Spells

This is a solid plan; get the Watch under control and master a very useful magical skill while trying to stabilize our network's failing finances in a way that brings net money into Stirland's government instead of merely shuffling around the losses. I would like to be on the front already, but the potential importance of the actions here is enough that I won't argue against them.

I would argue against avoiding our actual work in favor of talking to an arrogant elf to get him to tell us stories instead of paying attention to the battle he showed up to fight, but I already fought that battle once and I don't think I have the energy to do it again.

In general, I don't think you've quite grasped Warhammer magic. This isn't the sort of low-stakes setting where wizards light their pipes with magic just because they can. Warhammer magic is forcibly tearing yanking chunks of raw Hell into reality, wrestling it under control, and making it break the laws of nature to your exact specifications, and there's a non-zero chance of Hell deciding it doesn't like you doing that and doing terrible things to you for your temerity. Mathilde has gotten very, very lucky that she hasn't suffered a miscast since the beginning of the game, but I'll remind you that the Wisdom's Asp that took a great deal of effort and expense to deal with was the result of a miscast, and nowhere near the worst kind of miscast.
So you're saying that Mathilde's addiction to shadowhorsing around the country might have the side effect of producing another box someday? :V

[X] Plan Bound Spells

I want the Bound Spells, first and foremost. It's the one magical action that won't keep, basically, and I always want more magic actions, so we might as well do this one first while it's still on everyone's mind. Still, if it didn't have that increasing difficulty I'd rather try to get enchantment set up.

I care much less about choosing a new leader for the Watch, but if it'll cut down on our micromanagement it's probably a good thing.

It's not my preferred Watch-related action, though. If it were possible (I'm pretty sure it isn't) I'd take the Special Branch infonet finance action as well as Attache Paperwork instead. Right now is the best time to integrate the two organisations' finances, since we have more leeway and less oversight from Abelhelm than ever before and we've managed to reduce our net spending on the Watch significantly thanks to the sale of waste -- and multiple further actions on that mean we haven't even hit the limit of income there.

Meanwhile, @veekie's objection on the grounds of operational security doesn't make much sense. Sure, someone in Wilhelmina's office might be able to tell how many informants we have based on our budget, but it's not like we're going to write down who each of them are for anyone to read. All the Treasury needs to know is how much we're spending, but if we have income from the Watch to cover it, then they're not going to care in the least what exactly we're spending it on.
