For reference, this is what we've been told to do by our secret master:

Have means in place to gather information re: undead types and density in Sylvania if and when Stirland forces sally across the border. When information is acquired, send via your Master. If possible, collection of live samples will be rewarded; send news of any you secure via same and we will arrange collection.

Neither going into the Haunted Hills nor simply learning about undead types ourselves will be enough.

Haunted Hill must have some walking dead people for puppet mission?
Unfortunately, since we've been asked to gather information on undead types and density in Sylvania when Stirland sallies, that won't suffice- the Haunted Hills are part of Stirland, not Sylvania, and while studying the undead is useful for categorization and such it's not going to give us information like "thousands of ghouls in the Grim Moor, a bunch of ghosts in Hel Fenn, handful of vampires with around thirty thousand zombies in Castle Drakenhof".

Basically, what our puppetmasters have demanded of us is that we give them the information they need to pull out a map of Sylvania and cover it in notes on the positions, numbers, and types of undead in all the locations labeled on the map and have those notes be as accurate as possible- at least as accurate as Stirland's. That basically mandates either working with the military or somehow ensuring that the information is being centralized somewhere else (our new proposed organization, Van Hal's office, whatever) so that we can make a copy and send it off.

@BoneyM, please correct me if this is not the correct interpretation of their current demand.

If that's the case then the puppet master have to make do with whatever derp can scrap together after this turn if it can't wait. I sort of read the demand as when Van moved into zombie land instead of before anyone moves into zombie land.

So thats Elector, Marshal, Steward and Chaplain going together. This is a big shit action.

Thats...really not a sustainable supply situation as far as I can tell. Too easy to cut them off if you target the traders, the suppliers to the traders, or even trigger a local demand surge and drive prices out of control.

Not sure if the EIC is up to that yet though.

Hmm, pros and cons:
-Marshal - Ready supply of manpower. Good for the Horrible Undead Beasties out there, not useful at all for Ghosts, Vampires and other mor subtle typesl.

As Gustav has shown no significant Learning, this would be rather limited in returns.

-Watch - Similar to the Military, it has a ready supply of manpower. However, the majority of the undead reports come from rural or isolated areas. Outside its domain.

Pass on the Watch.

-Spymistress - Advantage is that it's going to be quite good at going places and asking questions(and our agents play with it). It works with our backer's goals. It'd have a wide open rein over things. But it costs more time which we're lacking of.

However, this reeks of a power grab to everyone. And the Colleges would be asking some difficult questions like what a GREY wizard is doing with the dead. It's hardly our specialty beyond knowing more than a civilian.

-Witch Hunters/Church of Sigmar - Advantage is they got all the skills to hunt down undead. Disadvantage is they're really much much better at just burning them over dissecting them.

Pass on this.

-College Branch Campus - Not a bad idea, as it makes wizards more available, and you'd want wizards around for the Kill with Fire solutions anyway. But it'd cost national level political credit to get permission for, which I'm not sure Van Hal has much of.

Will include as a suggestion.

-Van Hal - He's a Witch Hunter Academic, so he's pretty much perfectly suited. Main drawback is the cost on his personal time, but from all indications? Van Hal actually enjoys doing this. It's basically a vacation for him.

So...Van Hal it is. Possibly with recruitment from the others.
For now, expand the Watch along the Old Dwarf Road - if the troubles in the Haunted Hills is indicative of a general uptick in undead activity, those hills east of Potting are going to become a problem, and I want forces able to maintain order in at least Worden and Potting, and ideally along all population centers along the Road. Anton, what about you?"

Haunted Hill must have some walking dead people for puppet mission?
 
Given how the mechanics have been working so far with us hiring a lieutenant enabling us to take an action on that specific thing a turn; I'm pretty sure we want to take the appoint leader of Stirland Watch now that it's under our direct authority as it'll save us a great deal of actions long term and means that someone can focus on the organization completely.

We always need to expand the network, and we have a LOT of Watch expansion to do to actually cover Stirland. So why not make them automatic? Have the Watch expansions double as network expansions, and the Watch should auto expand until it covers all Stirland.
These are probably the highest priority for action economy at present. We have a lot of shit we need to cover and not much time to do so in.

Theres a reason I usually edit rather than repost the plan over and over. The tally's kind of mangled.

Its not actually doing the undead research. It's doing the personal study one, not the Hunt and Dissect Undead one.
For that we want the organization proposal.

That said the budget request is worth adding. Added.

I feel the proposal could have more detail but other than that it seems like a good plan.

Would gladly add more if anyone has suggestions, but the three fields were the minimum.
Also looking at our finances, with the estate personal income we can stop embezzling since it pays for the college fees already.
Cut it for now barring protests, since we're also getting additional budget oversight.
